摘要:	伐木、種樹、再伐木、是臺灣百年來最主要的高山政策。地質軟弱，河川淤積、濁度高、是臺灣地質特色之一，臺灣河川淤沙量世界第一，位於菲律賓板塊和歐亞板塊聚合處的臺灣，因為地質年輕，板塊碰撞擠壓，岩層破碎、斷層到處分布，鬆軟、脆弱的家園，是否在山林盲目開發之下自食惡果？水庫、山林、土地與人民是本研究關注的重點，本文從2004年持續到2005年的桃園水荒出發，近百萬居民面臨無水可用的危機，自過往提取經驗，以沿大漢溪中上游流域的山林開發為例，探討山林與人為開發的因果關係。重點回顧臺灣北部重要水利設施石門水庫及北部橫貫公路的開發史，並整理戰後國民政府時期的森林政策、山區土地利用開發模式及對環境與住民經濟、生活的衝擊，特別是人民與國家力量在不同時期的對應結果，透過研究在時間的縱軸上進行回顧與反省。以落實對環境、對國土、對人民的遙遠關懷。 Logging, tree planting, and then logging is Taiwan's most important policy about mountains for centuries. Geological weakness, river siltation, and high turbidity are Geological features of Taiwan. The volume of river silt in Taiwan is the first in the world，Taiwan is located in the convergence of the Philippine Plate and the Eurasian plate，because the Geological Youth，Plate's Collision and Squeezing, and Rock Crushing, there are faults everywhere；Soft, fragile homes are its own terrible results under the blind disastrous development in the mountains, isn’t it？ Reservoirs, forests, land and people are the focus of this study. This research starts from the concern of Tao-Yuan water shortage from 2004 to 2005，nearly one million residents face the water crisis，the researcher extract experience from the past，take the development of the upper Ta-hang River Basin as an example, explore the causal relationship between human development and the mountains, focus on reviewing key water conservancy facilities in northern Taiwan, and the development history of Shih-Men Dam and the northern cross-island highway，and organize the forest policy of the national government during the post-war period, study on the development patterns of Mountain land usage, and how they affect the environment , residents , economy and life； especially study on the corresponding results between people and state power at different times，review and reflect on through the vertical axis of time to implement the far-away caring for the environment, land, and people.
