在民主治理的典範之下,釐清公部門與私部門的關連及其本質,乃是當代公共行政學最重要的研究議題。在近年新公共管理的運動之下,政府大量引入市場的制度性邏輯與企業的管理技術,但是也逐漸模糊了公私部門的規範性分際。2007 年因美國次級房貸風暴引發的全球經濟危機,促使學術界思考在民主治理之下,公部門重新佈局的理論意涵與實務工作。本研究計畫聚焦在政府與非營利組織之間的制度性安排,探討在民主治理中,行政組織與非營利組織相互引入彼此的制度性邏輯、制度結構以及實際運作的理論與實際個案,其計畫的最終目標是探討政府引入由非營利組織所構成之第三部門性質的可行性,以平衡新公共管理運動過於政府企業化的傾向。本研究計畫預計以三年期間依序探討以下三個主題:一、當代公私部門佈局的分析:探討當代國家之中政府、企業、非營利組織以及社群的性質與互動,並分析在民主治理之下,公私部門重新佈局應有的規劃與制度設計。二、行政組織機構化:探討當代出現了許多距離傳統行政機關,特別是核心部會「一臂之遙」的行政機構所具備的特質及衍生的問題,並提出如何設計制度以及調整組織以解決其問題。三、非營利組織混合化:探討近年非營利組織在政策環境轉變之下,為了爭取更多的政府的資源與權威,而在所有權概念、內部治理結構、與其它非營利組織之間的關係、以及與政府互動之本質所發生的變遷。本研究計畫擬經由文獻分析、深入訪談與參與觀察,特別是實地訪問國外與國內的行政組織與非營利組織,了解其變遷的起因、過程與影響,重新檢視當代公私部門佈局的合理性,並提出在民主治理典範之下,公私部門重新佈局的理論論述、制度設計以及運作模式。Under the paradigm of democratic governance, clarifying the interconnection between the public and private sector and their intrinsic qualities is the most important research topic in the modern study of public administration. Under the recent movement of New Public Management, the government largely adapts the concept of institutional logics and management technique from enterprises but at the same time also gradually blurs the boundary between the public and private sector. In 2007, the global economic crisis triggered by the massive default of Subprime Mortgages in the U.S. has prompted the academia to consider the theoretical meaning and practical aspect of public-private configuration under the paradigm of democratic governance. This research focuses on the institutional arrangement between the government and nonprofit organizations in order to probe into the theories and actual cases when administrative organizations and nonprofit organizations introduce each other's institutional logics, institutional structure and actual operation. The ultimate goal of the research is to investigate the feasibility of the creation of third sector organizations formed by the government introducing nonprofit organizations as a counter weight to the government excessive inclination toward enterprization under the New Public Management movement. This projected three-year research will explore three themes in the following order: 1. Analysis on modern public-private configuration: investigate the nature of government, enterprises, nonprofit organizations and communities and their interactions in the modern countries as well as analyze the planning and institutional design that should be employed in public-private reconfiguration under democratic governance. 2. Agencification of administrative organization: investigate the characteristics of administrative organizations that are at arms-length from traditional administrative institutions especially core ministries(departments) and the problems derived from these organizations as well as to propose appropriate institutional design and organizational adjustment to solve such problems. 3. Hybridization of nonprofit organization: investigate the concept of ownership, the internal governance structure and their relationship with nonprofit organizations as well as the change in nature of nonprofit organizations with the government as they fight for more resources and authorities under a shifted policy environment. Through literature review, in-depth interviews and observations, especially the on field studies at administrative organizations and nonprofit organizations in Taiwan and abroad to understand the origin, process and impact of their changes, the research revisits the rationality of modern public-private configuration and proposes the theoretical discourse, institutional design and operational model of public-private reconfiguration under the paradigm of democratic governance. 研究期間:10008 ~ 10107
