    摘要: 本計畫主要任務在於提供"氣候變遷環境監測與分析資料交流平台建置"中陸域監測部分。就空間分佈,本研究範圍包括山區,都會及農業等三種地區。獲取之資料與分析後之資訊成果均將整合於三維資訊平台供各子計畫訊息交換之用。選擇山區為重點之理由是災害防治考量,且與重要的水資源有關。都會區之選擇則因應都市變遷對環境衝擊。選擇農業區則著眼於糧食之增加速度可能不及人口之成長。本計畫包括三個主要研究項目(1)山區及都市變遷偵測,(2)農業監測,針對台灣及亞洲重要穀倉湄公河三角洲稻作與環境研究分析,與(3)三維資訊整合平台建置。第一年主要使用衛星影像監測目標區為石門水庫集水區及台北市之變遷,並蒐集大比例尺地形圖進行台北市三維房屋重建。第二年主要監測目標區為中部集水區、新北市及台中市,並利用第一年度所建置之台北市三維房屋模型進行三維變遷偵測。第三年主要監測目標區為南部集水區、台南市及高雄市,並分析台北市三維房屋變遷與二維變遷之關連性。就農業環境監測部分,第一年針對台灣地區及湄公河三角洲稻作範圍偵測,第二年針對湄公河三角洲進行蒸發散量之研究,第三年亦對湄公河三角洲進行土壤鹽漬化偵測與鹽水區偵測。在三維資訊整合平台建置部分,第一年以Skyline 為基礎進行系統與網路建置,及資料整合,第二年為使用者介面開發,應用系統功能研發,與資料整合及提供,第三年為資料整合及提供,與應用成果整合與擬真視覺模擬。本研究案之核心研究工作以衛星影像處理為主,目的為變遷偵測。並整合三維房屋變遷於資訊平台。 The mission of this investigation is to provide land information in the “Establishment of the Platform for Observed and Value-Added Data Distribution of Climate Change and Environmental Monitoring”. Study sites cover three types of landuse, namely, mountain, metropolitan, and agriculture areas. All data sets and extracted information will be integrated in a 3D geographic information platform for information exchange among sub-projects. The selection of mountain area is due to its vulnerability to natural hazard. In addition, it relates to the vital water resource. To observe the environmental impact caused by urbanization, metropolitan areas are investigated in this project. Considering that the food production would not match the population growth in the global scale, we also include the agriculture area. This project includes three major parts: (1) change detection for mountain and urban areas, (2) monitoring rice field changes in Taiwan and Mekong Delta, and (3) establishment of 3D information platform. The goal of the first item in the first year is to use satellite images to monitor land changes in Shimen Reservoir and Taipei city. Three-dimensional building models for Taipei city are reconstructed. The second year work will include the Xinbei and Taichung cities and the watershed in Central Taiwan. Three-dimensional change detection for buildings in Taipei city will also be included. The third year will cover Tainan and Kaoshiung cities in addition to the watershed in South Taiwan. In the agriculture monitoring, we will study the rice field changes for Taiwan and Mekong Delta in the first year. The second year will cover the evaportranspiration for Mekong Delta. The observation of soil salinity in Mekong Delta is to be done in the third year. In the establishment of information platform, combining with data integration a Skyline-based system will be built in the first year. The work in the second year enhances the system interface to improve the applicability. The third year will focus on the information integration and photo-realistic visualization. Aiming at image processing for satellite data, the core research in this project is to perform change detection. The building changes in Taipei city will also be integrated in the information platform. 研究期間:10008 ~ 10107
