    摘要: 本計畫運作之資源衛星接收站屬國家之空間資訊基礎建置,旨在資料量、產品品質及交貨時程上滿足產官學研所需,除提供衛星影像資料及其加值產品外,亦進行輻射、幾何、遙測應用等研發工作,以及相關技術諮詢、教育、推廣與服務、國際合作等。本計畫科學任務為服務科學社群,分成行政與服務、運轉、應用研究與發展、教育與推廣四項主要工作。近年來,亦積極推動國際合作,透過共同研究計畫、人員互訪以及資訊交流等國際活動,分享研究成果,提升遙測科技研發實力。本年度工作重點分述於下:行政與服務包括(1)行政/文書/人事,(2)會計/帳務,(3)影像查詢/訂單處理/進出口業務,(4)推廣會議及訓練課程籌辦,(5)遙測資訊服務平台建置;運轉工作內容包括(1)內部作業,(2)應用近即時處理工作流程,支援緊急災害監測,(3)參與接收站及相關會議;應用研究與發展包括(1)星載雷達準作業機制研究-高解析星載雷達,(2)星載雷達干涉處理研究-L波段干涉雷達電離層效應研究,(3)MODIS資料之應用發展,(4)衛星遙測影像輻射校正,(5)高解析衛星影像薄霧移除之研究,(6)多元感測器幾何處理作業系統建置-提升儲存媒體使用效率;教育與推廣包括(1)衛星影像應用推廣相關會議舉辦,(2)衛星遙測科技研習,(3)衛星影像推廣合作單位建構,(4)其他教育與推廣;國際合作包括(1)技術交流,(2)資料提供,(3)資訊分享等。本計畫期許強化國家衛星遙測基礎建設、提供優質空間資訊供各方研究、遙測科技普及化、推動國內外合作,以及配合國家太空計畫,繼續提升遙測技術能力。 The Satellite Ground Receiving Station of this project is attributed to the national spatial information infrastructure. This project aims to fulfill vast demands of satellite imagery and safeguard timely distribution of quality data to public and private sectors, research and educational institutions, government agencies, and industrial clients. Aside from satellite imagery related and value-added services, the station has also been diligent in transforming research results into practical applications in terms of radiometry, geometry, telemetry and data collection applications in the field of remote sensing. Likewise, the station also offers a variety of education and outreach programs to promote international cooperation. To better serve the scientific community, four service categories are configured, namely administration and services, imagery reception and production, research applications and development, education and outreach. Over the years, the station has endeavored in promoting and facilitating international collaborations through joint research projects, research staff and information exchanges to share the research findings and advance the possessed technical competency of remote sensing technologies. The major project goals in this year are elaborated in the following in accordance to the aforementioned five service categories. Administration and services will oversee (1) general administration, office matters, human resource; (2) accounting; (3) imagery inquires, order processing, import-export services; (4) promotional conferences and training workshops; and (5) remote imaging information and services. Imagery reception and production has the portfolios of (1) day–to-day operations; (2) the applications of near real-time information processing in supporting natural disaster surveillance; and (3) the participation in related meetings/conferences. Research applications and development will be focusing on (1) spaceborne SAR semi-operation and study - high resolution spaceborne SAR; (2) spaceborne interferometric SAR study - ionospheric effects in L-band interferograms; (3) the applications and developments of MODIS data; (4) radiometric correction of satellite images; (5) haze removal for high resolution satellite images; and (6) improvement of storage efficiency for multi-sensor geo-coded processing system. Education and outreach will take charge of (1) organizing events to promote the application of satellite imagery; (2) study and learning of satellite remote sensing technology; (3) establishing cooperation to facilitate satellite imagery; and (4) other promotional efforts of education and circulation related to satellite imagery and remote sensing. International cooperation concentrates on (1) technology exchange; (2) data provision; and (3) information sharing. This project is anticipated to greatly enhance the foundation of the Nation’s satellite remote sensing capabilities. By means of providing excellent quality spatial information and conducting cutting-edge research, both domestically and internationally, this project is tasked to generalize remote sensing technology, facilitate cooperation, and work together with other international peers to bring forward the Nation’s technological know-how in remote sensing to a new horizon. 研究期間:10001 ~ 10012
