臺灣的地震活動頻繁、造山速度快、地形陡峭、地質岩體破碎及颱風豪雨的亞熱帶氣候,都是造成坡地崩塌的重要原因。極端快速且大量的降雨將造成平地低窪地區大規模的淹水,大量的降水也會造成山區土壤含水量快速飽合而發生山崩、甚至引發毀滅性的地滑及土石流。本計畫是在總計畫建構坡地崩塌潛勢評估與預警高效能全天候遙測資源共享平台下的子計畫之一,主要是利用衛星及地面遙測資料對崩塌成災機率及災害範圍程度估計之數據分析,配合其他計畫的地質、地形及土壤含水等資訊,建立評估與預警通報系統,並支撐學術研究與防災減災決策支援。本計畫分三年執行,第一年以高屏地區為主,利用衛星影像偵測坡地崩塌,並以陰影消除及相對大氣校正技術降低誤判的機率;第二年針對地面固定攝影影片,利用崩塌時影像特性,即時判斷土石流的發生,以利預警;最後第三年我們將配合高速運算系統,結合各計畫成果建構潛勢評估與預警平台 In Taiwan, landslides occur very often because the rapid seismic activities, mountain building fast, steep terrain, geological rock crushing and the subtropical climate with typhoons and heavy rains. Especially the highly saturated soil moisture after heavy rains causes destructive landslides and debris flows. This proposal is one of the four subproposals to construct a system to analyze the potential of the landslide and high-performance all-weather assessment and early-warning with remote sensing data sharing platform. It combines information of geology, topography and soil moisture content to establish the system for academic research and disaster management supports. This is a three-year project. In the first year, the Kaohsiung-Pingtung area is selected to be the test site and classify the landslide areas from satellite images. The shadow removal and relative calibration are also discussed to reduce the false alarm rate. In the second year, fixed camera is set in the potential landslide area for monitoring and design real-time process for landslide detection. Finally, in the third year, we will work with high-speed computing systems to establish the evaluation and early-warning system. 研究期間:10008 ~ 10107
