| 摘要: | 本 計 畫 之 提 出，根源於我們對現今世界先進國家在數位創意產業上所投入資源與創新發展的趨勢觀察， 以及台灣在政府力推數位典藏與創意產業之際， 對整合、加值台灣既有之豐沛多元的文化素材與資源， 再創新文化價值商品與開拓全球市場必要性之認同。創意經濟已是新世紀全球經濟發展的主流， 數位典藏與數位學習的產業加值應用更將是台灣轉化為知識型經濟的關鍵。本 橋 接 計 畫 之 定 位 乃 為 扮 演 本 國 家 型 計 畫於各分項、部會機構與計畫間的橋樑， 以「數位典藏與數位學習國家型科技計畫」之典藏資料與學術研發成果為核心， 透過實體與網路相輔相成的產業媒合與服務平台機制， 建立數位典藏與數位學習之產業化基礎， 「橋接」與創意產業間從原創到設計、製造、推廣、行銷的每個重要環節與資源， 藉由五個子計畫在數位典藏創意加值商用平台、典藏素材商用價值活用與應用、典藏單位能量與交易機制建立、數位藏品成果資源庫與產業化應用、數位學習研發成果產業化應用各面向的分工協調與資源共享， 為台灣文化資產創造新的創意商品與商業模式， 並透過市場行銷與推廣， 讓全世界看到台灣的新文化價值，進而提升數位典藏與數位學習於創意產業的整體經濟效益。 The TELDAP Bridge Project was proposed in line with the trend in advanced countries to invest resources into the digital creative industry to foster its innovation and development, as well as efforts of the Taiwan government to promote digital archive and the creative industry. The Project aims to integrate and add value to the abundant and diverse cultural items and resources in Taiwan, as well as to re-create the value of cultural products and expand the presence of these products in the global market. The creative economy has become a major trend in global economic development in the new century, and valued-added applications such as digital archives and e-learning have become increasingly popular. These applications will likewise become critical to Taiwan’s transformation into a knowledge economy. The Bridge Project is aim to play the role like a bridge, connecting to each project in division and institute of TELDAP. With archives and academic research from the Taiwan e-Learning and Digital Archives Program as the core resource, the Project uses a physical and virtual platform to establish the foundation of digital archives and e-Learning industry, serving as a bridge in creative industries, providing valuable resources to facilitate original creation, design, production, promotion, and marketing. These five sub-projects are: Digital Archives Innovative Value-added Commercial Applications Platform, Archive Material Commercialization and Application, Archiving Agency Capability Building and Transaction Mechanism Establishment, Digital Archives Resources Database and Industries Application, Industry Application In e-Learning Research and Development Achievements. The Project uses the Taiwan cultural assets to create new, innovative products and business models, and through marketing and promotion, enables the global community to recognize Taiwan’s new cultural value.
