根據聯合國世界銀行2005年統計,台灣居住人口中有90%暴露在2種天然災害潛勢之下,73%暴露在3種天然災害潛勢之下,可見台灣為高災害潛勢地區,然而災害現場並非訓練場,沒有良好的教育訓練就無法於災害現場發揮最大救災效能,我們沒有理由不重視第一線災害管理及應變人員所受訓練是否足夠。 本研究以新竹市地理環境特性及災害潛勢作為文獻並以新竹市消防教育訓練基地現有硬體訓練設施、軟體訓練資源、歷年營運情形及所提供之服務為背景,從需求面探討本市各類第一線災害管理及應變人員所需具備之專業知識及訓練等,再由供給面分析運用訓練基地所提供專業訓練是否足以因應各項災害,根據實務供需分析訓練基地對於第一線災害管理及應變人員無法滿足需求之處並提出因應措施與建議,如針對災害管理人員增設防救災軟體課程、建置災害應變人員災害實境訓練場及建立聯合救災機制等。期能提供一系列經濟合理且可行之方案,以解決訓練基地無法完全滿足災害管理及應變人員訓練需求之窘境,提供防救災人員強化各項救災完整訓練,充分發揮訓練基地使用率。According to World Bank survey in 2005, 90 % of the population in Taiwan is exposed to two kinds of potential risk for natural disasters, and 73% of the population is exposed to three kinds of potential risk. As you can see, Taiwan is at high risk from natural disaster. However, disaster zones are not the place for rescuing training. Only with the well-educated training can we bring the function of disaster relief into full play. We should play close attention to front-line disaster relief management and see if personnel with sufficient training are primary missions. The study takes geographical features and potential risk for natural hazards in Hsin Chu city as reference, and the background is based on the training equipment, courses, operation, and services of the training base in Hsin Chu city. From the demand perspective, it discusses front-line disaster relief management and the required knowledge and training for personnel. From the supply perspective, it analyzes if the provided professional training from the training base is able to deal with different calamities. According to the analysis of the practical supply and demand, propose measures and suggestion when the training base is unable to meet the need for front-line disaster relief management and personnel.For example, expand course offerings, establish practical training fields and set up disaster relief system. We are hoping that we can provide an economical scenario to solve the predicament that the training base can’t fully meet the need for disaster relief management and personnel, and also offer personnel to strengthen complete training on disaster relief and prevention so that we can fully utilize the training base.
