    Abstract: 颱風災害為臺灣地區經常性之天然災害,嚴重危害國人生命財產安全,而災害防救機制與民眾生命財產之確保息息相關。災害管理資訊系統(EMIS)在政府機關災害應變階段,執行災情查報通報、案件管制、任務指派處理方面有其重要性,本研究採個案研究法為基礎,透過實作模擬的方式,從實際颱風災害中檢視地方政府災害應變中心原有災害應變運作機制,並整理出相關問題後改以災情查報通報措施精神模擬災害管理資訊系統(EMIS)之運作流程,另外針對現行資訊系統不敷災害防救需求功能部分重新擬定架構。本研究對颱風災害時災害管理資訊系統(EMIS)實作面問題之蒐集及改善對策分析,大致可以歸納以下結論:1.災害管理資訊系統(EMIS)缺乏針對災害現場執行災情查報通措施人員建置資訊流管道,災情查報人員無法在災害現場建立災情資訊,並藉以通報災害現場狀況、所需要的支援內容及照片、詳細位置等訊息。2.颱風災害災情類別廣泛,災害管理資訊系統(EMIS)應提供單一災情案件可擁有多樣性災害選項及現場所需要的支援內容,同時預設相對應之權責機關,藉由同時通報數個權責機關通力合作完成災害應變任務。3.災害管理資訊系統(EMIS)忽略災害事故之衍生災害及需要支援項目,災害現場所需支援內容應隨同災情資訊建立於資訊系統中,供災害應變中心在第一時間彙整資源、集中資源,作最有效率之應變處置。4. 災害管理資訊系統(EMIS)應善用網際網路佈告災情案件供民眾瀏覽,提昇與民眾之間的資訊對等。The recurrent natural damage that caused by typhoons in Taiwan have putpeople’s lives in danger and also make people’s property in a great lost.Disaster Prevention and Protection mechanisms is closely related to people'slife and property to ensure that. Emergency Management Information System, EMIS,has been playing an important role in the disaster response countermeasures,such as the notice of collection, notification of disaster situation, casecontrolling and assignments. This research is based on case study. Through realtyphoon disasters cases, the local government Emergency Operations Centeroriginal disaster response operation mechanism was inspected with real madesimulation of way. This research used EMIS to simulate the process of collection,notification of disaster situation and also propose the improvement.The operating problems and improvement analysis of EMIS come to thefollowing conclusions:1. EMIS is short of the field crews to set up of the disaster information inthe disaster area. The investigating crews are not able to set up the disasterinformation for informing the real situation, supplement needs, pictures anddetailed location.2. The categories of typhoon disaster are numerous. EMIS should supply multiplechooses and supplements for every single case. Meanwhile, with a correspondingoffice, different offices can cooperate well.3. EMIS overpasses the derivative disasters and needs. The supports andsupplements should be marked in the information system; hence EmergencyOperations Center can gather the information for the best use of help.iii4. EMIS should take advantage of Internet to post the cases for people in orderto promote the equality between government and people.
