營造業的產業特性,有別於其他產業。營造業是由專案管理活動所構成的產業,實務上,營造業會在既有的組織架構下,組成專案團隊完成專案。在此產業特性下,傳統的功能式組織建構思維模式,是否能滿足營造業以專案管理活動為主要的經營需求,不無疑義。 本研究進行了組織環境與營造業產業環境、組織策略與組織建構、專案組織建構方式、專案管理九大知識領域等文獻探討。並藉由文獻分析、業界專家訪談與延伸個案分析法,推導出本研究之命題,再採取業界專家問卷,驗證命題的正確性,以三角檢定的方式,由專案管理觀點獲致以下研究結論。一、營造業經營活動以專案管理為核心,專案團隊經常性的重組以因應專案特性,專案團隊包含了內部員工與外部分包商,組織具有團隊式支援、控制與溝通特性。二、發展出營造業「組織間相互關係網」的概念,組織朝向「團隊式二階架構」與「專案化蛛網式聯盟」為建構方向,結論出營造業「蛛網式二階架構」的觀念性架構。Construction industry is different from other industries on the character. Construction industry is an industry to be undertaken under project management. Construction industry, in practice, will organize its project team under the existing organization frame to finish a specific project. Under such industrial character, can the traditional organization and the mode of thought satisfy construction industry on its business requirement to carry out a project management? It is doubtful. This article probed into the documents of nine major knowledge domains including environment of organization, environment of construction industry, organization strategy,organization construction, construction method of project organization and project management. Through documentary analysis, interview with the professionals of the industry and extension of case analysis, the topic of this article was derived. Questionnaire to the professionals of the industry was made to test and verify the correctness of the topic. Triangle test was also made. Based on the viewpoint of project management, following research conclusions were obtained: 1. The project management was the business core of the construction industry. Project teams often recombined in order to conform to the character of the project. The project teams included internal employees and external subcontractors. The organization characterized in team aid, control and communication. 2. A concept of “Mutual relationship net between organizations” was developed for construction industry. The organization headed toward “team’s second-order frame” and “Project-based spider web league” as its direction of construction. Thus, a conceptual frame of “spider-web’s second-order frame” for construction industry was concluded.
