事業單位因工作需求委外由專業廠商進行廠房設備更新、維修作業及代工作業,承攬作業人員因流動率高、不了解作業環境危害及趕工等因素,影響事業單位安全衛生管理成效,為了解決問題,事業單位必須建立一套方法,針對承攬作業風險執行環境確認、辨識、分析、評量及處理,並於每個階段執行稽核及溝通,達到風險管理的要求。本研究參考ISO 31000「風險管理系統」、臺灣職業安全衛生管理系統指引、OHSAS 18001「職業安全衛生管理系統-規範」、BS 8800「職業安全衛生管理系統指引」等文獻,歸納風險辨識、情境分析、風險分析、風險評量及風險處理方法,將承攬作業風險管理系統劃分為管理架構及管理程序二部份。本研究利用印刷機拆卸及裝設工程、鍋爐定檢作業及成品運送作業為案例,驗證本研究所建立之承攬風險管理的可行性。研究結果顯示本論文所提承攬風險管理系統,可有效辨識作業危害,並提供可降低風險的處理方法。ISO 31000持續監控及溝通功能,有助於建置承攬作業風險資料庫及達到風險降低和防止事故發生的效益。It is a common practice for organizations to contract out labor-intensive, high-risk and economically infeasible tasks to third parties. Because of high turn around rates and lack of safety awareness of contractor employees, contractor management presents a great challenge in occupational health and safety management. This is one of the reasons OHSAS 18001 treats contract management as an essential element of an organization’s occupational health and safety management system.This study attempts to achieve effective management of contractor safety by following the approach of ISO 31000. The rationale is that most of the organizations implementing OHSAS 18001 or Taiwan Occupational Safety and Health Management System fail to recognize the importance of the framework concept advocated by ISO 31000. Therefore, contract management is treated as a process rather than a program or element of the traditional OHSAS 18001 approach.Subjects of the case study cited in this research include decommissioning and installation of a flexo printer, boiler inspection, and product shipment of a carton factory. Procedures for hazard identification, risk assessment or analysis, and risk control are described in great detail in the case study. Accident scenario and risk assessment tables are used to rank the risk associated with a particular job or procedure. It is hoped that the approach illustrated in this study can offer an alternative for contractor safety management.
