摘 要 自1992年在里約熱內盧舉行的地球高峰會之後,強調地球發展與環境生態共生共存的永續發展理念逐漸被世界各國接受,並在各產業中以實際制度落實。如何確保地球環境及生態資源的永續發展,成為全球性環保工作的趨勢與重點。 公路建設向來為我國工程建設的主力要項,但在過去以經濟掛帥的發展前提下,其對自然環境產生了許多無法挽回的破壞,如何在建設與地球的永續發展間取得平衡點即為當前的重要課題。 本研究針對影響層面較廣的國道建設,以模糊德菲法對綠營建道路所應考量之面向進行評估,篩選出重要性達一定標準之評估因子,其中包括生態、綠化、資材、減廢、保水、等五項因子及十九個評估項目,並將其納入本研究所建立之評估架構中,再以層級分析法針對篩選後之評估因子探討其重要性程度,最後提出一初步的評分方式並建立出評估架構,希望藉由本研究所提出之評估系統能對道路建設之永續發展有所貢獻。 Infrastructure development is vital to a nation’s economic and social growth. For a long time it has been lack of concerns to the environment during the design, constriction and operation of infrastructure. Consequently, resource depletion, energy consumption, air and water pollution, wastes, and impacts to the bio-environment are resulted. Recently, under the global “sustainable development”, enormous efforts have been taken by countries all over the world to enable the symbiosis of human development and the environment. The objective of this research is to develop an appraisal system for the assessment of green highway construction. Highway is chosen, among the various infrastructure types, for its broad coverage of areas and its larger share of a nation’s infrastructure development. Literature reviews and Delphi method are first employed in this study to identify the major categories and their corresponding items for assessing the “greenness” of a highway project. The six major categories identified are preservation of eco-system, CO2 emission, resources and materials, water resource, waste reduction, and energy conservation. AHP (Analytical Hierarchy Process) method is then employed to determine the weighting of major categories as well as the sub items in each category. As a result, this study proposes an appraisal rating system to assess the “greenness” of a highway construction project.
