; As more and more highway construction projects are located in highly congested metro settings, integrated maps that can show the locations of all utility facilities installed by different utility owners play a leading role in successful completion of many such projects. Integration of all utility owners』 facility data for a highway project is a highly challenging task from many perspectives. Past research indicates that even if utility owners can export their data to a centralized database maintained by a highway administration, the utility position data retrieved from the database usually do not match the actual positions of the utility facilities highway contractors can see in the job sites. This is due to the fact that synchronizing the utility data between the highway administration』s database and utility owners』 takes considerable efforts, making frequent utility data update infeasible. Other external events such as earthquakes may also make the utility facilities sliding or moving. In addition, since highway contractors need not only current locations of the utility facilities but the future utility adjustment plans in order to accommodate potential conflicts, a flexible location update mechanism that can provide responsible parties with a simple interface to enter both current and future utility data is desired. One advanced database technique that has emerged as a main focus of many spatial-temporal information systems such as the digital battlefield in the military is to keep track of object locations over time and to support temporal queries about future locations of the objects. Called moving objects database (MOD), this technique aims to deal with geometries changing over time and to simplify the data update process through use of dynamic attributes, thereby having the potential for eliminating or reducing some of the associated challenges and complications. This research explores the system architecture and integration mechanism of applying MOD to utility data management for highway construction projects. Current techniques such as geographical information system (GIS) to implement utility data management is examined first, followed by literature review of other engineering data exchange techniques. This research also discusses the role MOD can play in providing the utility location information needed to support highway design and construction. The system architecture and data exchange interfaces are designed, and a prototype system is implemented. The prototype system utilizing the MOD technique incorporates the context-sensitive, time-oriented and location-aware data exchange and query interfaces so that its users can retrieve the complete location history of a given utility facility. Moreover, by having the utility location history available in the new MOD system, highway contractors can compare it with the location data from their field investigation of utility facilities in order to better understand possible utility interference with highway facilities. A scenario using hypothetical Taipei City』s pipeline data is discussed, followed by conclusions and recommendations for the research.
