政府採購法(以下簡稱採購法)自民國八十八年施行至今屆滿十年，許多制度或模式於國內之實施狀況及執行困難已陸續被提出討論或曾被仔細地分析研究，甚至因而修改法規內容，然而大多數的議題通常偏重於採購案之招標及決標階段，至於機關引用「後續擴充」規定辦理採購這個專題，則鮮少有人特別探討，故有必要加以深究。本研究將著手調查歷年各機關「後續擴充」制度之實施狀況與所遭遇的執行問題，並且從而瞭解採購承辦人員對此規定的認知與引用此規定辦理採購之意願。同時，藉由本研究將探討適用與不適用後續擴充制度之採購案件與條件因子，並提出相關建議以供機關決策時之參考。此外，本研究亦將探討後續擴充制度之執行效益，從而建立績效評估指標，做為機關管考之基準。最後，彙整專家意見希望可以研擬「後續擴充實施辦法」及標準作業程序，藉此可統一規範各機關後續擴充之實施方式，並期能提升我國採購之效率與品質，從而節省採購之成本。 ; Since the Government Procurement Law (GPL) was promulgated in 1999, the Continuing Expansion System (CES) has been implemented by a few government agencies in Taiwan. The Continuing Expansion System is included in the regulation Article 22 Section1 Item7 of GPL. However, how does the system work? Is there any problem about implementing the system? The work will explore these issues, which were not studied exclusively. From this work, the understanding and attitudes toward the system of procurement personnel in government agencies are also extensively examined. At the same time, according to the results collected in the research, the suitability constructions project features for CES are analyzed cautiously. Besides, the work will not only explore the effectiveness of construction projects using the CES, but establish a set of KPI’s so that the government agencies can utilize them to evaluate the projects before tendering stage. Finally, the legal CES provision draft and standard of procedure (SOP) about it are suggested. Through the work, conclusions about CES implementation are drawn and suggestions are made for the purpose of application. The main contribution of this work will be to promote the efficiency and quality of public construction in Taiwan. ; 研究期間 9808 ~ 9907
