代表性行政機關不僅是調和當代行政機關與代議政體兩者特性,以符合民主政治和多元社會的組織型態,也是行政機關中文官的社會人口背景影響其價值,進而改變政策結果的理論體系。近年在我國政府角色與職能的變遷過程中,以族裔社群為基礎的代表性行政機關相繼在政府改造的進程中出現,並發揮政策影響力。然而,這種代表性行政機關往往被賦予過高的政治考量,甚至被污名化而忽視其在民主發展中的正面意義。本研究計畫預計以兩年為期,首先、釐清代表性行政機關的核心概念,檢視其理論論述,回顧西方先進國家的成立運作經驗,以及在我國特殊歷史背景與政經社文的系絡因素中,代表性行政機關的成立運作的意涵及衍生的問題。其次、本研究計畫將以行政院客家委員會與行政院原住民族委員會,以及桃園縣政府中各相關行政單位的文官與政策為調查對象,設計研究架構與步驟,探討我國以族裔社群為基礎的代表性行政機關之中文官的價值態度與行為模式,並分析這種代表性行政機關的政策影響力,試圖討論我國以族裔社群為基礎的代表性行政機關在建構台灣主體意識的正當性與可行性,並提出具體的政策建議。 ; Representative bureaucracy is not only an organization that can harmonise the characteristics of contemporary bureaucracy and representative government in order to accommodate democratic politics and pluralistic society, it is also a theory that the demographic background of the civil service in the bureaucracy can influence its value and thereby change the policy outcome. In recent years representative bureaucracies based on ethnic community have appeared in succession in reinventing government and bring their policy impact into full play in the progress of the change of role and function of Taiwan’sgovernment. However, this type of representative bureaucracies are often endowed with too many political considerations, and are even demonised that their positive meaning in democratic development is overseen. This research project is designed in 2 years term. Firstly the research focuses in the clarification of the core concept of representative bureaucracy, the examination of its theory discourse, the review its establishment and operation experience in western industrialised countries, and the consideration, under the historical background and political-economic-social-cultural system specific to our country, of the meaning of the establishment and operation of representative bureaucracies and the problems derived. Secondly, this research project will investigate on the related civil services in the Council for Hakka Affairs, Executive Yuan, the Council of Indigenous Peoples, Executive Yuan, and in the Taoyuan County Government, the research will design research structure and procedure to explore the values, attitude and behaviour pattern of the civil services in the ethnic community based representative bureaucracies in Taiwan, and to analysis the policy impact of this type of representative bureaucracies. This research also attempts to discuss the legitimacy and feasibility of the constructing of Taiwan identity by the ethnic community based representative bureaucracies in Taiwan and to propose substantial policy recommendations. ; 研究期間 9708 ~ 9807
