本分項計畫之下包含規劃兩個計畫：「數位學習與典藏產業推動子計畫」與「數位學習產業核心技術研發子計畫」。其重點在於結合國內產、官、學界等現有之數位學習相關資源，佐以創新的數位學習模式及學習科技，加速數位學習產業化，使數位學習廠商能夠立足台灣，並行銷國際。除了對於子計畫的管理與考核之外，本分項總計劃的重要功能在於成為一個產業界與核心技術研發中心之間的橋樑。透過定期的聯合策略規劃會議與成果展，產業界的需求與困難可以傳達到技術處的研發部門，使得技術的發展與產業的需求不至於脫節，另外，技術研發單位的研發成果也可以得到更有效率的方式轉移給有需要的業界與廠商。此外，國家級的政策規劃需要更專業與前瞻性的眼光，此分項總計劃將進行數位學習與典藏產業發展的趨勢研究，為兩個子計劃提供一個更宏觀的視野與發展方向。本計劃的年度工作要項分列如下：（一）規劃與協調第五分項計畫內容（二）行政與管理（三）促進產學合作及產研之合作（四）進行產業發展與趨勢研究（五）整合推動宣傳推廣與對外服務（六）彙整呈現分項成果（七）回應與執行主管單位的指示 ; This is a meta-project which aims to plan and manage two subprojects: the subproject of developing digital archive and e-learning industries, and the subproject of developing and researching key technologies for digital archive and e-learning industries. Its goal is to integrate resources with regard to digital archive and e-learning from the academia, government, industry sections in order to, first, create new models and new technologies for e-learning and digital archive, and, second, to make these new models and technologies industrialized. In the long term, we hope to build a firm foundation for Taiwanese digital archive and e-learning industries with a view on global market. Apart from managing and evaluating the two subprojects, this main project has an important function of bridging industries and research centers. Through regular strategic meetings and exhibitions, on the one hand, the needs and difficulties held by the industry can be send to the research section. On the other hand, techniques developed by research centers can find the most efficient way to be transferred to the industry. Moreover, as a national project, more professional and advanced view is needed. Therefore, another important function of this project is to do research on the new trends of digital archive and e-learning industries in order to guide and to provide a broader vision for the two subprojects. Our main tasks are as follows: 1. Planning and coordinating the two subprojects. 2. Administration and management 3. Enhancing cooperation between academic and industry sections 4. Researching on the developmental trends of digital archive and e-learning industries 5. Organizing events to publicize the outcomes of the project 6.
