自1980年代以後，台灣的本土與族群意識開始崛起，各族群均透過集體行動向政府爭取自身的利益。但多數人民缺乏公民參與的經驗與公民意識的體認，使台灣人民無法完全落實公民社會參與之行為。客家族群的人口數在台灣是第二大族群，但客家族群卻是台灣四大族群中對於政治較為冷漠，台灣社會較邊緣化的族群。客家族群在南桃園地區的人口數為相對多數的族群，故本研究以南桃園各鄉鎮為主要的研究範圍。 行政院文化建設委員會在於1994年，提出「社區總體營造」的理念與政策後，鼓勵社區居民自發性成立基金會、相關協會等非營利組織，積極投入社區營造工作，其中「社區發展協會」就是社區民眾從事社區營造最基層的組織。基此，本研究以南桃園地區的社區發展協會為例，以文獻檢閱、深度訪談、問卷調查法等研究方法來探討客家族群社區參與的動機、程度、現況與困境，以及協會成員個人變項（性別、年齡、教育程度、職業）是否影響其社區參與之表現。最後，綜合研究所得，提出具體建議，以為加強客家族群社區參與之參考。 本研究結果顯示：南桃園客家族群參與社區發展協會的性別組成，女性多於男性。年齡組成，以40~59歲的會員為主。教育程度以高中職的比例最高。職業則是家庭主婦最多。參與動機以「拓展人際關係」的強度最高，「社區認同」居次。參與程度則是「涉入」的比例最高。參與年資則多在4年以下；每週投入時間也多在4小時以下。參與困境方面，會員認為「社區資源不足」對於其社區參與影響最大。多數會員表示參與社區活動的積極度與本身族群屬性無關，但也認為客家族群的正面性格有利於他們參與社區活動；並反對客家族群的負面性格不利於他們參與社區活動。 Since A.D.1986, The nativism consciousness and ethnic groups consciousness spring up in Taiwan. All of ethnic groups reach numero uno by collective actions. But most of Taiwannese are pressed for experience of citizen participation and knowledge of citizen consciousness. In consequence, Taiwannese can’t carry out the behavior of citizen participation. The population statistics of Hakka is the second ethnic in Taiwan. Nevertheless, Hakka Ethnic groups is more unconcern than all Ethnic groups in Taiwan. The population statistics of Hakka are the majority in the southern part of Taoyuan county. . So the villages and towns in the southern part of Taoyuan county are the boundary in my study. The Executive Yuan council for cultural affairs addressed the policy“Community Development”in A.D. 1994. Cheering commune set up the foundations,associations and NPOs of he’s own accord. Join community development affairs actively. The“Community Development Associations”are the most basic level organization for community people. A Case Study Of Community Development Associations in The Southern Part of Taoyuan County, my study confer Hakka Ethnic groups’ community participating motives and community participating degrees and community participating situations and community participating difficult position. And finding that backgrounds（gender.age.antecedent.avocation）of members of community development associations effect community participating performances. At last, we synthesize the study’s outcome and bring up the concrete suggestions to improvement Hakka Ethnic groups’ Community participation
