寶島客家電台是由一群客家人出錢、出力組織成立的民間非營利電台，其組織使命是「延續客家母語、發揚客家文化、促進族群和諧、參與台灣建設」，目前電台一直是朝著這個方向邁進。電台的主持人大部是無給職的志工，而在志工人力資源發展中，有關組織發展仍是以公益電台方式經營，在訓練發展中至少每年辦一次主持人訓練，對於生涯發展則是作為培養客家廣播專才的場所。而志工為主軸的寶島客家電台，如何在競爭激烈的媒體環境中生存發展，是本研究所要探究之課題。 研究發現，多年來寶島客家電台，一直堅持不斷的在北台灣的天空發聲，其組織發展靠的是為數眾多的志工主持群；而在訓練發展方面則以提升專業主持人的訓練為重點，並期盼能以電台擔任志工，做為生涯發展目標。此外，因應數位時代，電台應朝向數位廣播趨勢發展；至於寶島客家電台屬於族群電台，其優勢與特色是客家語言的傳承，節目多數以客語發聲，節目內容呈現多元化；劣勢是屬於非營利公益電台，常缺乏資金與財源，期盼政府機關能夠給予補助經費，支持客家電台發展，讓客語生生不息的傳承下去。 As a non-governmental radio station organized by a group of Hakkanese, Formosa Hakka Radio Station (FHRS) is committed to the mission of “Extending Hakka language, glorifying Hakka culture, promoting ethnic harmony, and devoting to the national construction in Taiwan,” a direction the station has followed. Most DJs in FHRS are volunteers. As the human resources development of volunteers are still in its budding stage, the operation of organizational development for FHRS still follows that of public interest radio station. FHRS holds at least one DJ training annually, as it is the best site to train Hakka broadcast talents in terms of career development. If such kind of radio station organized by volunteers will be well operated under a highly competitive media environment will be the critical issue to delve into in this research takes development of manpower resources as the subject for further delving in hopes of enhancing its organization. Findings of this research have indicated that FHRS has devoted to keeping voicing in northern Taiwan, as the development of its organization relies on those dedicated voluntary DJs. The DJ training will center on upgrading professional DJ’s training in hopes of these DJs will achieve their career goal by devoting themselves to serving as volunteers in the station. In response to facing an era digital information, FHRS should keep up with the trend of digital broadcasting for a development; as FHRS is an ethnic radio station, its advantage and distinguishing trait of FHRS will be the heritage of Hakka language that most programs will be voiced in Hakka dialect and the program contents should be presented in diversified style; notwithstanding, as one non-profit radio station, the disadvantage for FHRS comes in facing the problem of lack of funds and financial sources. We expect that government will increase the subsidy funds to support the sustainable development of FHRS, leading Hakka dialect to an everlasting heritage.
