隨著1980年代台灣客家運動的興起,客家議題也逐漸受到社會大眾與政府的關注。本研究旨在探討1987-2008年台灣客家議題的發展情形。研究方法是採用內容分析法,以客家風雲雜誌、客家雜誌為樣本,藉由雜誌歷年來所刊載的內容以了解客家議題的發展過程與變化趨勢。本研究參酌客家運動歷年來的訴求主軸與目前客家族群的發展現況,並考量台灣社會的歷史脈絡與時代意義。在主題類目的建構上主要分成五大類,分別是:語言類、政治類、社會類、教育與文化類,以及其他類。在統計資料的處理方法上,則是使用次數分析,亦即計算其次數、百分比並進行排序與比較。為了能進一步理解報導內容在整個環境脈絡中的意義,也採取質化的詮釋分析分式,以了解客家議題的實質內涵。因此,在研究方法上,本研究兼採質、量並重的方式。 最後的研究結果發現,語言是雜誌所關注的首要議題,其次為政治,文化與教育則是新時代關注的議題。次類目則是以選舉和廣播電視為討論次數最多。在客家議題的發展過程中,本研究歸結為客家運動帶動了議題的發展,且客家議題首先取得媒體議程地位,然後再發展為一般社會大眾所關注的公共議程,最後再進入政府議程中,而促使客家議題進入政府議程地位的主要關鍵在於選舉。 Hakka movements in Taiwan started in the 1980s, and slowly gained awareness amongst the public as well as the government. This study focuses on the progress of Hakka movements from 1987 to 2008. The study applies a content analysis approach, using Hakka Magazine (formerly Hakka Issues) as sample and seeks to understand the Hakka movements’ progress and development by analyzing the content of the magazine over the years. The study also refers to the main demands of the past years’ Hakka movement, as well as the current Hakka developments. It also looks at the historical background and the significance in Taiwan. The subjects are mainly divided into five categories: language, politics, social, education and culture, and others. Statistics are compiled by quantified calculation method, in other words calculating the times certain aspects arose, the percentage and then comparing the data by sequencing. To further understand the reports’ content meaning in the historical and social background, annotation analysis was also carried out to understand the basis of Hakka issues. The study was therefore conducted focusing both on the quantity and the quality of research. The findings of this study suggest that language was the issue that was most significantly focused on by the magazine, politics came second. Culture and education has only become a focus in the recent years. Other issues are discussed mostly during elections and on radio or television shows. During the progression of Hakka movement, the study concludes that the Hakka movement led the development of issues, yet the key point of pushing Hakka issues into government politics was due to elections.
