摘要:	九二一地震至今已十年，原本客家地區新社，因地震後社會文化結構變遷，使在地客家文化消逝快速，重建產業及地方文化精神的重塑和新的社會價值定位，關係著社區整體發展與文化精神傳承，有鑒於此，除了提升區域產業文化振興社區之外，促使地區客家文化價值定位與薪傳是刻不容緩的事。本研究採用文獻分析、深度訪談及參與觀察法為主，針對籌劃推動成員，包括公所課長、文史協會、社區促進協會、活動規劃專員、農會推廣人員及地方具代表性居民進行深度訪談，研究者並深入社區參與事件個案研討及區域代表性活動觀察記錄，旨在探討客家居民對區域再結構文化再創造，客家文化意象的再現及地方文化產業的轉化或創新，此區域政策規劃成效對居民的影響。研究發現歸納如下:一、產業文化的創新關係著聚落居民實質經濟生活面，凸顯規劃者調節整合機制的功能與意義，對區域發展是重要的。二、重建區域內因社會結構變遷，有不同文化不同族群介入，使連結機制之運作，更加複雜與重要，因此在地文化的再現是區域文化重塑的價值核心。三、區域呈現新的結構與文化的創新，如何使區域產業、文化再創造變的更具意義，透過經驗過程，區域居民意識所表達的期望結構，也就是居民認同是關鍵。本研究期望能給與現行政策規劃者、地方組織與居民及後續研究者反思參考。亦期盼本研究對新社客家文化再現、薪傳與永續性發展的推動有所裨益，促使社會大眾對新社的客家人文有更深入瞭解。 Until now, 921 earthquake has been ten years already. After that, Shin-She, which is located in Hakka area, had changed its structure of social culture. Because of this, Hakka culture vanishes rapidly. The reconstruction industry and the region culture spirits remolding with the new social value orientation, those are relating the community integral development and the culture spirit inheritance. Taking this into consideration not only urgent to promote region industry and culture promotion community, but also urge the region of Hakka’s culture value orientation and legacy. This research uses literature analysis, depth interview, and participation method of inspection primarily. In view of preparation impetus members, including the director of township geographical unit of government, culture history society, the community promotion agency, the commissioner of activity plans, population members of the peasant association, and the local representative residents to carry on the depth interview. The researcher goes deep into community carries on the case and observes the activity participation of the region representation. The primary intention lies in probing into the Hakka’s residents’ newly creation of region restructure culture. The reappearance of Hakka’s culture image, the transformation or the innovation of the region culture industry, also the influence of the plan of the policy within this region’s to residents. This research discovered: First, the industrial culture’s innovation is relating to the essence economic life aspects of the local residents, underlines the function and the value of the adjustment conformity mechanism of the planner; moreover, it’s very important to the area development. Second, because of the social structure vicissitude of reconstruction region, and the intervention of different cultures with different tribes, causes the joint mechanism of the operation becomes more complex and more important, therefore, the reappearance of local area culture is the core value which the region culture remolds. Third, the area presents the new structure and the culture innovation, and how to make the region industry and the recreation of culture become more significant. By the process of experiences, the expectation structure of region residents consciousness, that is to say the crucial of the residents’ identification. The expectation of this research is the reconsideration reference crucial to give the present policy planners, the local organizations, the residents, and the following researchers. Furthermore, expect this research has the benefit on the reappearance of Hakka’s culture in Shin-She, the legacy and the impetus of the eternal development. Moreover, encourage the social populace to have a more throughout understanding to Shin-She Hakka’s humanities.
