    Title: 新竹科學園區各類建物之地震損害評估與風險管理策略

    Abstract: 新竹科學工業園區的成功,儼然已成為另一項台灣經濟奇蹟,近年來更扮演著台灣經濟成長舉足輕重的角色。園區內各項高科技產業由於其產業性質特殊,若一旦遭受強烈地震侵襲,所造成的損失將較一般普通產業更為嚴重,對於國家經濟也會造成極為慘重之損失。 有鑑於此,本研究試著考量高科技產業特性,從地震的角度探討園區整體防災的觀點,其主要目的有四大項,包含有: (一) 建立整個園區之地震危害度分析。 (二) 建立完整園區建物地理資訊系統資料庫(GIS Platform)。 (三) 完成整個園區各類建物之損壞評估與景況模擬分析 (四) 提供園區管理局或是園區廠商適當的風險管理策略。 期望經由本文提供之建議,讓園區管理局在震前能做好防災相關準備工作,當強震來襲時也能從容地採取適當措施,進一步使得震後之搶救及復舊作業能早日完成,儘速恢復相關生產機能以降低災情。 The success of the Hsinchu Science Park administration has become an economic miracle, not only in Taiwan, but also around the world. It has been playing a decisive role in Taiwan economics in the recent years. Because of the nature specific characteristics of High Tech industry, the damages left behind would be much more serious in the Industrial Park than low tech industries if the Industrial Park encountered a big earthquake. Of cause, the economics of the whole country would have severe lose too. By that reason, this project is taking very serious consideration of the characteristic of high tech industry. From the perspective of earthquakes to discuss preparedness of seismic mitigation to the Hsinchu Science Park Administration, The project has 4 main purposes: (1)to set up Seismic Hazard Analysis to the Hsinchu Science Park Administration. (2)To set up database of the GIS of building to Hsinchu Science Park Administration. (3)To finish building Damage Assessment to Hsinchu Science Park Administration. (4)Providing suggestions of Risk Management of earthquake to to Hsinchu Science Park Administration. I hope that with the suggestions from my project can help the Park Administration to be well prepared before any of earthquake. Whenever the earthquake comes the Park Administration can be calm and reduce the damage to the lowest degree. Moreover, the rescue and restoration can be done in the shortest time in order to put the production back to normal stage.
