摘要: | 鄉鎮市公所所負責的基層建設?含排水溝、道路、路燈、公園、擋土 牆、駁坎、農路等等,而一般民眾對基層建設是工程品質特別差、工期特 別長、廠商好A 錢、經費特別高、弊案重重、一定有貪污等等不良之印象, 影響政府形象,有鑑於此,期待藉由提升與民眾生活息息相關之基層建設 工程品質,進而改善民眾對公共工程的印象。 基層建設之工程規模小,金額較少,性質較單純,主要管理方式為一 般傳統工程管理模式,故研究範圍以金額500 萬元以下之工程為主要探討 對象,以公共工程全生命周期之全面品質管理?含從規劃、設計、施工及 維護管理等階段,其發?模式係採傳統發?模式,即設計、發?、施工。 本研究蒐集公共工程品質管理方面之資料與文獻,以及公部門有關推 動品質管理的理念,品質管理制度的法規與作業要點,探討基層建設執行 現況,及基層建設在規劃設計、施工管理、維護管理及採購發?等相關問 題,然後藉由龍潭鄉公所品質管理制度執行現況之瞭解與檢討,彙整執行 後之問題缺失及困難癥結等,再以SWOT 分析法對基層建設品質管理機制函 以分析,了解鄉鎮市公所執行品管作業時所面臨之窒礙以及普遍發生的缺 失問題,擬訂基層建設品質管理提昇策略,並且初步研擬基層建設工程督 導表單,以供鄉鎮市公所作為執行時之參考。 In Taiwan, local government is responsible for infrastructures which cover drains, roads maintenance, street lights, park, retaining walls, farm roads and etc. However, people have bad impressions on poor construction quality, long duration, high cost, scandals and corruptions. These affect government’s images to public. Hope this research can upgrade and enhance the quality constructions to switch these bad impressions and move people in the near future. Of course, good quality constructions bring people quality and happy life. Small scale of constructions always comes with small value. It’s simplified as per conventional managing method. The main study focuses on the project amount less than five million NT dollars. Based on the life cycle of public constructions, the quality management includes the project plan, design, construction and maintenance. It fits to traditional contracting--proposal, contracting and construction. Small scale of constructions always comes with small value. It’s simplified as per conventional managing method. This research collects the information and records of public construction quality management as well as how government makes efforts to promote the quality management concepts. Second, discuss the regulations of quality management system and operating points. Third, survey and review the implementation status of local infrastructure with some relevant issues such as initial plan/design, construction management, maintenance and procurement contracting. Finally, take Longtan Township as example for reviewing and understanding its performance on quality management system. Organize the problems, errors and operating difficulties for more details. Then analyze the constructions by SWOT to know the general problems and troubles local government may face. Then suppose some solutions to enhance the public construction quality and propose some supervision check-lists may be used by local government for reference. |
