    Title: 國內專案時程管理技術使用與人員技能現況分析;A survey on the status of scheduling technique usage and professional capability of schedule management professionals in Taiwan

    Abstract: 政府近年來推動多項的重大工程進度落後,逾期情況嚴重,不僅造成人民對於政府允諾工程如期完工的誠信度大幅滑落,更直接影響民眾生活。究其原因,主要是時程管理制度上出現了問題。本研究藉由文獻回顧、問卷調查的方法,進行時程管理專業人員的意見收集與分析,以瞭解國內產業界時程管理技術使用之現況及人員技能問題,作為日後解決時程管理制度之基礎資訊。本研究歸納以下結論:(1)國內時程管理所面臨的問題及所使用的工具與國際上雷同;(2)多數受訪者了解時程管理主要知識與工具(除了延遲分析工具外),但團隊成員和業主經常不具備時程管理所需知識致使無法落實;(3)產業界和學校對於時程管理教育與訓練相關課題並不重視,造成專案人員與業主對於時程管理觀念多數不足。依據研究發現,本研究建議國內應可採納PMI-SP時程管理師認證規範內容作為輔助教材,甚至推動透過類似PMI-SP時程管理師之認證制度,以期強化並提升時程管理人員的專業能力。
    In Taiwan, in the past few years, many huge and important construction projects suffered the problems of behind schedules in progress or delaying completion dates. The problems not only significantly decrease the government’s reliability of completing construction projects on time but also directly influence the public’s living. The root causes for those problems would be the systematical problems of project schedule management. Based on the approaches of literature review and questionnaire survey, this study collected the opinions from schedule management professionals to investigate the status of scheduling technique usage and professional capability of schedule management professionals for providing as a fundamental for further researches. This study concluded that (1) the problems encountered by and the techniques/tools employed for schedule management in Taiwan are similar to those in other countries
    (2) most respondents understand main schedule management knowledge and techniques/tools, excluding those for delay analysis , but other project team members and the client usually do not have the required knowledge for schedule management implementation
    (3) the industry and the school do not pay necessary attention to basic education and training on schedule management, which results in the knowledge for most of project participants and the client is insufficient. Based on the research findings, this study suggests incorporating the contents of Project Management Institute’s Scheduling Professional (PMI-SP) as aided educational and training materials and promoting a certificate program similar to PMI-SP to enhance and improve the professional capability of schedule management professionals in Taiwan.
