研究期間：10108~10207;The subvention is the oft used instrument in the social administration like in the economic administration. Whether from the aspect of social policy or interpretation of law is it necessary, to explicate the concept of subvention and the judicial subjects. This study plans will explicate the concept of subvention，it`s mean in the social policy and the consideration by the choice between instruments in the policy decision. Finally will be explicated the relevance of social subvention to fundamental rights, and the judicial subjects in the legal relationship by the subvention.
