    Abstract: 研究期間:10108~10207;Riding on the waves of reinventing government and the New Public Management in recent years, a new type of administrative organization, namely Quango (quasi-autonomous non-governmental organization), has subsequently emerged, which gets rid of many bureaucratic controls and wins more institutional flexibility. Therefore, it has become one of the institutional choices for implementing specific public policies by developed countries in the modern era. However, elected politicians and political appointees thereof are also hopeful that Quango is to become a tool for achieving anticipated policy objectives and satisfying their policy preferences. How can elected politicians and political appointees thereof effectively control operational efficiency and policy effectiveness of Quango? This research project is planned as a two-year project and utilizes research methods such as literature review, in-depth interview and participatory observation, combined with theories, institutions and practical experiences in respect of western developed states’ political control of Quango, to provide substantial suggestions in reinventing the government for future transformations of the foundations donated by government in Taiwan. This research project selects the Economic Foundations Donated by Government, which have both political and economic implications in Taiwan, as the research subject to undertake systemic empirical researches in view of understanding the context of their establishment and operation. This research project is expected to achieve three major objectives: 1. Discuss theories, institutions and practical experiences of the parliamentary system and presidential system of developed countries in the West in relation to their political control of Quango; 2. Research into Taiwan’s Legislative Yuan and Executive Yuan’s political control mechanism and current status of their subordinate foundations donated by government and discuss the strengths and weaknesses of such control under Taiwan’s unique constitutional system as well as political and economic structure. 3. Analyze the political control models of thirty plus the Economic Foundations Donated by Government currently in operation; employ empirical research data, combined with the above political control theories, institutions and practical experiences of both western advanced democracies and Taiwan, to provide suggestions for the transformations of the Economic Foundations Donated by Government suitable for Taiwan’s unique constitutional system and political and economic structure.
