    Abstract: 研究期間:10109~10208;Economic development in Taiwan resulting in land use is the increase of half a million hectares of industrial lands, the total length of paved roads of 40,000 km, and the increase of change of non-urban lands greater than 10 hectares up to 20,000 hectares. The ever increasing areas of development mean losses of natural habitats and decrease of ecosystem service. Along the course, the safe and toxin-free food, clean air and water become increasingly expensive and harder to acquire. As a result, it becomes one of the challenges for us in the pursuit for sustainable development as how to lower the ecologic impacts those come from land development. This topic has been extensively discussed in Taiwan, but only limited to the determination of conservation areas and the sustainable operations of indigenous tribes and forestry. Attention to conservation is still required for land development, and no one is held responsible for the consumption of natural resources during the development (causer principle, “Verursacherprinzip”; Polluter Pays Principle)? Also, how are we going to lower the negative impacts of land development to natural development and use? For this purpose, this project aims to investigate how Germany reduces practically the damage to natural resources during land development and use. For method, local in-depth interviews and case study are used to analyze the “regulation on disturbance of natural resources.” The German experience is introduced to compare theory and practice. The goal is to prove the marriage of land development and natural conservation, solve the conflict between resource conservation and land development, embody the coexistence and thriving of the nature, and achieve the sustainable development of human society.
