    Abstract: 研究期間:10108~10207;As computer-aided approach in expressing procurement requirements becomes common and well accepted, government procurement still relies heavily on the traditional “paper-based” approach. In fact, much information is mis-carried when paper-based information originates and is transferred from a given computer-aided approach. This transfer of information from one medium to another creates design negligence, omissions of work items or mis-calculations, and inconsistencies between drawings and specifications, etc. These problems cause frequent change orders and may contribute to disputes among owners, designers and contractors. Also, the government agencies have been utilizing a traditional delivery method, which makes a huge gap of knowledge and ideas between design and construction phases. It is wasteful that precious design ideas and engineering knowledge cannot be passed and accumulated through the project life cycle. Besides, the public construction projects above a certain amount are stipulated to adopt the PCCES system, a cost-estimating system established by the government. However, the system depends heavily on manpower to input design data and cannot automatically calculate results from 2D drawings, which makes many engineers afraid of use it. The Building Information Modeling (BIM) technique is the most advanced way as well as standard of expressing 3-D information and holds great promise in revolutionizing how the construction industry communicate among themselves in the future. The BIM technique was developed for assisting planning and design. Not only is the geometric information embedded in a virtual 3D BIM model, but the physical information of every object can also be saved in the same model. It uses the object-oriented technique, which allows designing building members object by object, not line by line, so that it can perform calculating volume of every object automatically. Such a technique can reduce disputes from design deficits, change orders, or omissions or calculations of work items. Through processes of constructing a BIM model, communications among project members can effectively be strengthened. The beneficial results such as risk reduction, cost-down, shorter schedule, and better quality of a project, are well expected. With the evolution of IT technique, BIM tools increase their application scope and functions. A BIM model can link time and cost information so that it has 4D and 5D functions for construction control. With application software packages, the model can perform sustainability (6D) analyses such as energy-saving, green building, etc. The model can also assist facility or asset management after the project is finally completed. In summary, the BIM technique can provide the project life cycle services. Many countries have already started to implement BIM in public works tendering and project execution. For example, the General Services Administration of the United States mandates all new building projects use BIM since 2007, and the Singapore government has adopted BIM to auto-review design results. More private building projects are commonly seen to apply BIM successfully. The study and application of BIM in Taiwan is just in an initial stage. The aim of this research is to study the BIM-based tendering mode of public constructions in Taiwan. According to 3D BIM models, not to 2D drawings, the government procurement system should make significant adjustments, and the BIM technique and tools should provide functions that can achieve the required goals. Through this work, modifications of Taiwan’s government procurement system will be presented and schemes of implementing BIM in public constructions will be proposed. It is expected that the BIM-based procurement system can significantly save the government’s expense and effectively promote procurement schedule and efficiency.
