    Abstract: 消防機關自民國84年從警察單位分隸以來,於消防法第一條即明定三大任務為預防火災、搶救災害及緊急救護,以維護公共安全,確保人民生命財產為目的。救災救護指揮中心為消防機關第一線接收民眾資訊及內部橫向傳遞訊息的單位,可謂消防機關的神經中樞。面對災害瞬息萬變,內部人力與設備資源卻有限,並且再先進的系統仍需藉由人員操作得以正常運作,爰此,為有效提升勤務運作效能,在人力指派規劃應考慮專業分工及公平性,以負荷日益龐大的勤務量。本研究係以救災救護指揮中心之119受理派遣管制線上人員指派為研究範圍,利用整數規劃最佳模式,以個人最大班次最小值為目標,尋求最佳排班期程;並利用LINGO8.0軟體規劃求解,驗證排班結果確實優於人工經驗排班,且更具公平及高效率,可提供決策者隨時因應災害處理所需人力能量進行調整分析,避免流於制式經驗法則,及時重新規劃人力指派最佳班期。對於本研究提供的優益效能,更可幫助決策者實際運用於消防實務上組織編制人員之參考。; To prevent fires, to rescue, and to provide emergency medical service so as to maintain public safety and protect the life and property of citizens are the three main missions of the National Fire Administration (NFA) as prescribed in the Fire Services Act after the NFA spun off the National Police Administration (NPA) in 1995. As the first line of contact with the public and the central nervous system of the NFA. As disasters change constantly, NFA human and equipment resources are limited, and we need people to ensure normal system operation, it is necessary to consider fair and professional division of labor to enhance duty operation efficiency and to handle increasing workload. This study aims to find the optimal shift scheduling with the minimum value of maximum shifts using the optimal model of integer programming, with 119 online dispatchers of the ECC as the sample. The LINGO 8.0 was applied to plan the shift and find the solution. Verification showed that the Lingo 8.0 can schedule shifts better, more fairly, and more efficiently than manual shift scheduling. The research outcomes provide a reference for decision-makers to analyze and adjust the manpower demand of individual disasters to prevent problems in empiricism and make timely manpower re-adjustment for optimal shift scheduling. The outstanding performance of this study can help decision-makers to optimize organizational manpower planning.
