    摘要: 「繁榮客庄」透過產業競爭力,享有客家優質生活經濟藍圖之願景。從政策施行以來,「客家特色產業」逐漸成為客家產業重要的象徵指標。客家特色產業的利害關係人在政策網絡中扮演的角色牽動著客家特色產業政策的走向。因此,研究目的為:(一)探究客家產業政策發展概況;(二)探討參與客家特色產業利害關係人網絡互動、信任與資源建立與執行情形;(三)透過「政策網絡」發現客家特色產業問題並作成建議,作為日後政策修正之參考,以利產業政策長期性發展。本研究透過文獻分析法進行國內外相關研究的爬梳,以「客家特色產業之輔導計畫調查」問卷及深度訪談的方式作為調查工具,使用spss軟體量化分析及Ucinet軟體網絡分析工具並且運用政策網絡理論的觀點進行分析討論。研究結論包含:(一)外環境與時間影響計畫制度變遷;(二)客委會的目標與業者的期待一致,但成效未必;(三)客家特色產業政策未具完備且輔導延續性不足;(四)政策網絡互動性客委會為核心之關係;(五)客家特色產業存在不穩定的結構關係;(六)客委會、地方政府及業者之資源重疊三角關係;(七)計畫成效結果重量不重質。;"Prosperous Hakka villages" possess the quality of the Hakka life and the vision of economic blueprint through industrial competitiveness. "Hakka Specialty Industry" has become an important symbol of Hakka industry indicator since the implementation of the policy. In policy network, Stakeholders of Hakka specialty industry affect the trend of industrial policy toward Hakka characteristics. Therefore, the study aims to :(1) Explore the overview on development of Hakka industrial policy, (2) Investigate the network interaction, trust and run case between involved stakeholders of Hakka specialty industry (3) found out the problems in the Hakka specialty industry through "the policy network" and make recommendations as a reference for policy amendments in order to facilitate the development of long-term industrial policy. First, this study uses documentary analysis as an approach of data collection and analysis. Second, "Counseling program about Hakka cultural industry survey" questionnaire and in-depth interview are used as investigative tools, also, Spss software and Ucinet software are used as methods of quantitative analysis and network analysis. The research will be discussed from a perspective of policy network theory.
    Conclusions contained: (1) External environment and time influence institutional change of the program. , (2)The Hakka Affairs Council′s targets are the same as industry′s consistent expectations, but the results may not be good, (3) Hakka specialty industrial policy isn′t complete and lack of counseling continuity, (4) Policy Network for the interactive relationship between the core of the Hakka Affairs Council, (5) Hakka specialty industry exists structural relationship instability,(6) Hakka Affairs Council, Local Government and the industry triangular relationship duplication of resources, (7) Project results shows that quality is more important than quantity.
