教育為國家發輒之根基,良好的學校建築有助於改善教育之環境。但有鑑於學校工程之承辦人員,多係出身師範教育體系,在教育行政專長未習及工程行政下,無法就施工品質及履約作妥善管制,特別是在採購法施行之後,各種可能的採購模式業已合法可行。事實上,依據採購法國民學校面對不同之興建需求可考慮採行不同之工程採購模式,並非只有傳統設計-施工分離之模式可供選擇,而可依人、事、物之不同而有不同之抉擇。 本研究針對現行學校工程特性及採購問題作一深入瞭解,配合政府採購法之規定與其他專家所提之採購模式為原則,以符合現行學校工程特性為前提經系統性歸納整理後,提出七種適法可法之採購模式,並透過本研究所建立之評選準則依其前置事項、工程特性、工程執行、界面整合等要項,建構適合學校工程之層級架構。應用層級分析法(AHP)求得個別群體評估準則權重之優選順序,與模糊多評準決策(FMCDM)之結合,評選學校工程適用之採購模式,以專家問卷之方式調查工程專長、教育專長等專家學者對不同之採購案例,建議不同之採購模式優選提出建議,期達到學校工程採購選擇最佳化,協助工程執行,使其如期、如質,並達事半功倍之效。 Public school buildings are a common subject of under-performer, with respect to other types of architectural one. A main cause to this is the mal-functioning project team, especially to the owner's part. The vast disparity in construction related knowledge between the school administration and the designer and the contractor makes the former a easy sacrifice in the process. Not only building workmanship is an obvious deficiency, delays and cost overrun rage most project of this sort. The recent enactment of Government Procurement Law has shed some hopeful light of mitigating the status quo. A center approach is to rationalize the procurement method, with careful consideration of the characteristics of the project and owner's administrative prowess. The purpose of this work is to examine current predicaments of school building projects and reason possible cure from the perspective of project procurement modeling. By contemplating a variety of decision factors in the problem, seven viable procurement models are identified. In parallel to that, a fuzzy multiple criteria decision making model is proposed to cope with this rather complicated decision. A real-life case study is supplemented to demonstrate to usefulness of the decision model. Since public school administration predominantly lack the needed expertise to try innovative ways of conducting a construction project, the outcome of this work shows merit is assisting the agencies and the potential to alleviate some of the difficulties
