Abstract:	台灣身處於亞洲戰略重要地帶，基位國防防衛自主性，目前中共仍是我國主要的軍事威脅，而軍事機場跑道為提供戰、運機之主要設施，可是跑道鋪面常因氣候風化、在面臨不同機型換裝提升，戰機演訓起降荷重衝擊下，常常造成不同類型損壞，近年來國防組織人力逐年精簡下，在維護管理工作上顯得繁重，因此平時養護工作應秉持「預防勝於治療」觀念，戰時則運用現有人力、物力及全民動員能量，以縮短搶修時效。本研究除參考相關文獻及教則外，並就自身工作經驗，以目前業管執行機場跑道鋪面及搶修做法之基層人員為研究對象，透過問卷調查方式，瞭解現行維護管理人力組織，預算分配運用，鋪面損壞類型，平時執行維護及搶修訓練現況問題，將經問卷調查結果以圖作統計分析，研擬委商執行檢測及統包模式，延長鋪面使用壽期，另嘗試運用後備、民間等組織能量，協請地方政府納管專長人員，定期召開供需協調會議，希冀對機場鋪面維護管理及搶修時效上有所助益。關鍵詞：鋪面維護管理、緊急搶修、預防式檢測、後備動員;The objective was to use the questionnaire to survey and acquire information in current structure of command, budget management, category of pavement distress, routine maintenance, and emergency repairing in order to recommend appropriate future strategies in managing airfield pavement. The results and analysis of questionnaire conclude that there is a need to perform the routine surface characteristics survey, apply preventative maintenance, increase technical trainings and coordinate subcontractors as the additional back up for the pavement management system, in order to prepare the maximum mobilization with efficiency whenever it comes necessary.
