    Abstract: 現今公共工程規劃設計及審查之作業程序完備,惟施工過程中仍有工程因用地取得、地上物拆遷、管線拆遷及交通維持等施工障礙造成變更設計、展延工期及增加經費等情形。因此,如何於公共工程全生命週期之規劃設計及施工階段,提昇施工障礙排除時效,減少對施工影響,為本研究之動機與目的。
    本研究藉由彙整現行公共工程履約管理規定中有關排除施工障礙之項目及對策,依照內、外業性質區分為「文件送審類」及「現場作業類」,透過施工中案例探討施工障礙排除過程中對施工階段工程之影響,找出原因及預防對策,作為問卷題目基礎,經由問卷調查研析主要原因及措施,做為提昇施工障礙排除時效履約管理之參據。
    施工障礙排除問題若能在規劃設計階段積極處理,至為重要。研究結果顯示,施工障礙排除問題之預防對策在法規面、政策面及執行面等面向可導入公共工程全生命週期品質管理系統架構中,藉由規劃、設計及施工階段之三級品管方式檢核,提昇施工障礙排除時效,減少施工障礙對施工影響,俾使公共工程如期、如度、如量順利完成。
    ;Nowadays, the procedures of planning, design and review for public works project are quite complete. But during construction stage still some issues will arise and cause design change, construction period extension and even construction cost exaggerated due to such as land acquisition, real estate/property demolition, pipeline relocation, and traffic maintenance etc. Hence, how to shorten the timing of construction obstacles excluding so as to eliminate the negative effect to construction become the motive and purpose of the study.
    This case study is compiling with the existing regulations in the performance of public works projects and countermeasures relating to exclude construction barriers and according to internal and external nature of the processes divided into "document submittals” and "on-site job" two categories to explore the construction barriers by through the process of elimination in the case of construction the impact of the construction phase of the project, identify the causes and preventive measures as the basis of a questionnaire topics.
    Through the analysis of questionnaire survey about main reasons and measures to enhance efficiency of the construction troubleshooting time as the management performance monitoring parameters.
    It is extremely essential if the problem of construction barrier could be expelled actively during planning and design stage.
    The result shown in this research, to the bases of legislation/decree, policy and execution for the preventive measures of the problem of expelling construction barriers can be introduced the full life cycle of public construction quality management system and by application of the inspection of planning, design and the stage of construction execution of the Three-Levels Quality Management Institution to promote the efficiency of construction barrier expelling and lessen the effect of construction delaying so as the public construction can be accomplished smoothly as scheduled, as quality and as quantity.
