    Abstract: 由於石油價格高漲加上環保意識抬頭,太陽能電池產業(Silicon Based Solar Cell Technology )製造業為台灣近年來蓬勃發展之高科技產業,加上結晶矽太陽能電池經過近幾年的瘋狂擴產後、生產成本大幅壓低、轉換率持續向上提升,不斷吸引眾多廠商加入。也由於本產業於國內仍屬新興工業,在各項肌肉骨骼傷害的安全評估資料以及作業員自主管理事項,均未建置完善,導致骨骼肌肉傷害問題嚴重,現場設施常常未能合乎作業員體型的設計,無法誘導作業員採行合理的機能工作姿勢,以致於因為工作姿勢不良而引發累積性的肌肉骨骼傷害(cumulative musculoskeletal disorders)。本研究係根據系統思維之觀念與原則,發展出一個符合系統思維原則的組織管理與自主管理運作機制,首先進行肌肉骨骼傷害成因分析,接下來進行組織內選工與派工,並分析、檢討台灣職業安全衛生管理系統後,就其內容發展出之自主管理系統,最後於組織內推動獎勵分紅制度,其中研究包含:肌肉骨骼傷害成因分析、建立肌肉骨骼自主管理系統、自主管理作業指導書、健康促進活動等步驟,藉由系統的展開使參與活動的作業員因自身個別狀況,指導自己的行為,如此才能形成一個持續且完整之肌肉骨骼傷害自主管理系統,並使安全衛生工作持續不斷改善,逐漸建立一個安全之工作環境,以避免作業員肌肉骨骼不適的傷害的再發生。;Owing to the rising price of oil and environmental issue, Silicon Based Solar Cell Technology Manufacturing has become highly developed high-tech industry. The amount of crystalline silicon solar cells is expanded a lot. There are lots of new entrants penetrate the industry because the production costs have become much lower and exchange rate has been raised. Solar Cell Industry still belongs to newly industry. The information of musculoskeletal disorders safety assessment and operators self-management is not still done well and it causes serious problems of cumulative musculoskeletal disorders. The design of workplace facilities are not always fitting in with the shape of operators. The facilities cannot let the staff work with functional posture. The bad postures cause operators to get cumulative musculoskeletal disorders. This study is based on the concepts and principles of system thinking to develop the management for the organization and self-management operational mechanism. Firstly, we analyze the cause of musculoskeletal disorders, and then selecting and dispatching workers in the organization. By analyzing and reviewing Taiwan Occupation Safety and Management System, we develop our own self-management system. Finally, we promote employee compensation system in the organization. The research includes analyzing the cause of musculoskeletal disorders, building self-management system of cumulative musculoskeletal, the guidance book for self-management system, and the activities for health care promoting. By developing the system to help participants can depend on their individual conditions to decide their own behaviors. Therefore, it will form a circular, improving and completed self-management system for musculoskeletal disorders. It will keep Safety and Health management improving. By gradually building a safe workplace to prevent operators from getting musculoskeletal disorders again.
