    Abstract: ISO 9000’S自1987年公佈後,經1994年及2000年二次修改,本研究首先蒐集修改過程文獻,分析二次修改重點及精神,並探討行政院「公共工程施工品質管理制度」之施工品質管制系統與ISO 9001:2000年版之關連性。由84年至87年工程評鑑統計資料,依工程規模、工程類別及取得驗證與否等予以分析比較,瞭解其差異;並對『公共工程品質管理訓練班』學員實施問卷,以瞭解營造業實施ISO 9000’S狀況、實施ISO 9000’S之落實及品質提升策略等。並蒐集四家通過驗證營造業之品質手冊、作業程序書及作業指導書,以1994年版及2000年版標準分析其差異。針對2000年版ISO 9001精神及原則,研擬轉換機制,包含轉換計畫及轉換程序,即依據問卷調查結果,研擬提升品質提升策略,提供通過驗證營造業參考,以提升工程品質,滿足客戶需求,進而提升公司形象。 After bulletining the ISO 9000’s in 1987,there are twice amendments in 1994 and 2000. This research gathered the passed data of revisions and analyzed the key-points and the essence of that at the first step, then researched the correlation of the construction quality management system of “the construction quality management system in public works” by the Executive Yuan and the 2000 edition of the ISO 9001. According to the data of the construction review from 1995 to 1998, the construction amount, construction type and certificate getting were analyzed, and tested to the students of “The Class of Public Works Quality Management” to understand the condition of taking the ISO9000’s in constructions and the way of promoting quality. Gathering four constructors’ quality manual, procedures and work instructions to study the different between 1994’s and 2000’s edition. In accordance with the essence and principal, studying the transformation project and procedure is according the result of testing to research the way to promote the quality. It’s provided constructors to consult it and promoted construction quality and company image to satisfy the costumers’ demands.
