受到少子化因素影響,目前我國高等教育面臨嚴重挑戰,而從2005年大學法將大學合併政策入法後,至今我國國立大學合併政策推動仍面臨許多困境。本研究採取文獻探討法與內容分析法,檢視國立大學合併政策利害關係人關切的焦點與看法。研究發現我國國立大學合併政策為政府解決少子化趨勢不得不的措施,政府官員大多持支持的態度,並提出國立大學合併政策的誘因、鼓勵國立學校合併。而在合併政策推動時,國立大學教職員工與學生不可避免的會受影響,不論在系所組織調整、權益保障等方面。因此,建議教育部在推動國立大學合併政策的過程中,應適時與校內師生溝通,化解師生對合併案的疑慮,並對併校後師生的權益與予以保障。;Higher education in Taiwan is facing serious challenges by the baby bust factors. From 2005 to the University Act into law after the university merger policy, since our merger policy to promote the National University still faces many difficulties. This study adopted literature review method and content analysis that merger policy of stakeholders of National University concerned with issue. The study found the merger policy of the National University that government had to solve the baby bust, government official mostly supportive attitude, and incentives to be merged into National University. The other the merger policy to promote, National University faculty and students inevitably be affected, regardless of the adjustment, rights protection and other aspects of the organization department. Therefore, we recommend that the Ministry of Education at the National University of merger policy to promote. They should be timely communication with teachers and students, to resolve doubts about the merger, and to protect rights of students and teachers.
