    Title: 武器系統獲得專案管理人員專案管理知識之分析;An Analysis of Project Management Knowledge for Weapon System Acquisition Project Managers

    Abstract: 國軍以「國軍主要武器系統與裝備獲得專案管理教則」作為武獲專案管理人員的作業依據,然而,對於專案管理人員應具備何種知識與能力,以滿足執行武獲專案管理的需求,並無明確的評估方式,亦無針對武獲專案管理工作的人員進行專業的訓練,大多依賴經驗的累積。本研究以國際專案管理學會(PMI)所發展之專案管理知識體系及個人能力特質作為基礎,透過問卷調查收集實際參與武獲專案管理人員與管理者意見,經過統計分析後,得到武器系統獲得專案管理人員應具備之基本知識及個人能力,基本知識為:(1)專案溝通管理、(2)專案時間管理、 (3)專案品質管理;個人能力為:(1)溝通能力、(2)管理能力、 (3)專業能力。此外,本研究透過問卷調查獲得之結果進一步發展成評估量表,以分析武獲專案人員與其主管對於所具備之知識能力之重視度與滿意度。而針對某一武獲單位之評估測試後,結果顯示量表內7項專案管理知識與6項個人能力均屬於優先改進之區域,代表受訪者對於武獲專案管理人員所具備之專案管理知識與能力之滿意度尚未達到滿意程度。本研究分析武器系統獲得專案管理人員所應具備之知識能力及建立評估量表,可做為武獲專案單位主管評估現有專案管理人員具備知識與能力之程度之工具,以作為提供在職人員教育訓練之參考。;In R.O.C. defense system, the project manager uses the project management instruction of major weapon system and equipment acquisition for R.O.C. military as a guide to perform weapon system acquisition projects. However, there has been no clear assessment method for weapon system acquisition project managers regarding which knowledge and capability as well as training are required. Previously, most project managers used their experience to perform project management works in weapon system acquisition domain. Based on PMBOK and the personal competencies in Project Manager Competency Develop Framework from Project Management Institute, this study developed a questionnaire to collect opinions from the acquisition project managers and team members who ever participated in weapon system acquisition projects. This study identified that the bodies of knowledge including project communication management, project time management and project quality management, and the personal competencies including communicating, managing and professionalism should be possessed by weapon system acquisition project manager. Furthermore, this study used analysis results to develop an assessment form for evaluating the project management knowledge and competency status of weapon system acquisition project team member. Based on a test in one weapon system acquisition unit, the evaluation results show the degrees of importance and satisfaction of the knowledge and competencies from weapon system acquisition project manager and supervisors belong to priority improvement area. This implies that the knowledge and competencies of weapon system acquisition project team members in the test unit are unsatisfied. In sum, the study has identified major bodies of knowledge and personal competencies and developed an assessment form. The research results could be used as a tool for assessing the degree of project management knowledge and competencies of weapon system acquisition project team members, and evaluation results could be a basis of developing in-service personal education and training.
