中文摘要 如何藉由有效的地震風險管理,以最小之成本,將地震危害可能造成之衝擊降至最低,為處於地震發生頻繁的台灣所需重視之課題。本文主要的內容為介紹現行地震保險制度的措施,並以地震危害度分析與結構物的易損性曲線和能耐曲線來評估結構物的損害情形。現今保險業者在評估地震所造成的損失大多採用PML法,此法為一簡化且方便的評估方法,但是過於保守而且無法和工程上較先進的風險評估模式做成結合,因此利用1999年許文科博士所開發的IMOSHA系統,對於地震風險做一合理評估且以台北市為例做一說明。 ABSTRACT How to manage seismic risk effectively, and to lower the damage cause by earthquakes using minimum capital is a serious subject for Taiwan which is an earthquake prone area. The main purpose of this thesis is to introduce the measures of the seismic insurance system currently in effect and to introduce the fragility curve and capacity curve of the designated structure to assess the possible damage. Insurance companies nowadays usually estimate the seismic loss by the method of PML, which is simple and convenient. But this method is conservative and difficult to incorporate with advanced engineering risk model. Therefore, IMOSHA system developed by Dr.Wenko Hsu in 1999 is adopted to calculate the seismic risk. Finally application to Taipei city is utilized to demonstrate the proposed methodology.
