    摘要: 近年隨著市區道路建置日漸完善,道路養護的重要性也逐漸提升,自桃園市升格為直轄市後,其道路養護成效更易被放大檢視,其中計畫性道路養護工程的優先順序決策常耗費主辦機關之大量人力資源,公正性亦受民眾質疑。為此,本研究以中央大學團隊的道路鋪面檢測技術,對桃園市桃園區、蘆竹區及龜山區內的鄉縣道以及8m以上的市區道路進行全車道平坦度檢測及鋪面破壞調查,並結合桃園市道路資訊維護管理系統中的道路申挖、坑洞修補、民眾及巡查通報等資料庫模組,作為道路優先養護排序之依據,將資料正規化為統一的分數,以模糊德爾菲專家問卷確認養護排序指標之評估因子重要性,再以DANP專家問卷訂定養護排序指標之權重,並對桃園市桃園區、蘆竹區及龜山區進行初步的養護排序,其排序結果與現行之歲修道路排序權重相符,說明DANP在桃園市道路排序評估的可行性。將此排序機制以及檢測資料匯入與應用建置於系統模組中,自動計算道路相對分數並排序,以地圖圖台呈現各路段之基本資料及檢測調查結果。建議養護機關以此排序結果作為歲修路段挑選之初選道路,配合現地查驗以及已排定之管挖工程調整初選道路,由養護機關決定最終歲修道路,以達提升養護機關決策效率之目的。;Urban road has been growth rapidly and raise the encourage of maintenance. After Taoyuan City upgraded to municipalities, its emphasis on the effect of pavement maintenance, which involve a lot of human resources to plan and make a maintenance decision. However, people doubt about this result. This study uses the measurement technology from the Civil Engineering department of National Central University to measure all of the roads on three administrative areas in Taoyuan City. The measurement technology include roughness and the pavement condition survey, was then combine it with the milling, pothole reparation information, public notification and inspection information from the Development of Road Information Management System for Taoyuan City. This system rank the priority of road maintenance and normalize all the information. Furthermore, this study using Fuzzy Delphi to check the importance of all the evaluation factors, was then used DANP to decide it using the importance weighs to rank the roads at three administrative areas in Taoyuan City. This research puts the rank mechanism and the measurement information into the system, was then calculated score of each road and automatically rank this result and use the map in the system to show the measurement index and the basic information. This system suggests to choose the priority of pavement maintenance, which consider the arranged milling construction and the site inspection. The authority chooses the ultimate annual maintenance roads to improve the effectiveness of the maintenance decision. The result shows similar results of the real authority and feasible to use for a maintenance decision making.
