摘要:	近幾年來隨著科技的進步以及化學工業的發達、危險物品的使用也日趨廣泛，也因此時常衍生出環境汙染問題、影響自然生態系統和大眾健康產生危害，如果不在安全管理及相關設備使用維護上落實有效之管理，當發生災害時甚至會對國家社會之安定造成影響。而如何要求場所落實公共危險物品場所管理制度、強化災害安全管理教育訓練、提升災害應變能力之議題，亦有深入探討之必要，以達到確實賦予保安監督人職責與任務，善盡職務，落實安全管理，降低公共危險物品的危害。如發生災害事故也可以提供防災計畫書其內容可以提供相關場所資訊及危險物品現場擺放位置、種類、倍數，以利相關人員在短時間內了解現場概況，並做為場所執行相關災害預防、應變措施、災後復原、教育訓練、自衛消防編組等相關保安業務之依據。本研究藉由瞭解近年來新竹危險物品產業的現況、歷年發生災害案例的分析與探討，尋找出產業的現存問題與潛在的危害因子；蒐集相關資料，並且比較我國與日本危險度品相關制度規範，近而改善危險物品存在於公共安全的潛在危機，供危險物品相關從業人員及行政機關依據參考。;In recent years, with the progress of science and technology and the development of chemical industry, the use of dangerous goods is also increasingly widespread, and therefore often caused the environmental pollution problems, affecting the natural ecosystem and public health hazards, If not in the safety management and related equipment maintenance and implementation of effective management, the disaster will even affect the stability of the national community. Such as the occurrence of a disaster can also provide disaster prevention plan The contents of the information can be provided with relevant places and dangerous goods on-site placement, type, multiple, to facilitate the relevant personnel in a short period of time to understand the scene and the implementation of the relevant disaster prevention, Contingency measures, post-disaster recovery, education and training, self-defense fire group and other related security business basis. This study is based on the analysis of the current situation of Dangerous Goods Industry in Hsinchu, the analysis and discussion of the disaster cases over the years, to find out the existing problems and potential hazards of the industry; to collect the relevant information and compare the norms of the system related to Japan′s dangerous goods , And to improve the potential danger of dangerous goods in public safety, for the dangerous goods related practitioners and administrative authorities based on reference.
