摘 要 歐洲鐵路工業協會(Association of the European Rail industry,簡稱UNIFE)頒佈國際鐵路行業標準(International Railway Industry Standard,簡稱IRIS),目標是讓各方(設備製造商、系統整合商、營運商或商業夥伴)在鐵路行業中取得雙贏局面,藉由通過減少稽核工作和成本,提高鐵路行業品質。IRIS標準整合ISO9001的要求與軌道車輛管理項目,定義適用於整車及號誌相關產品在整個供應鏈的經營管理體系,是全球認可針對鐵路行業制定的統一品質評估(管理)系統。IRIS於2017年6月1日正式成為ISO系列國際標準ISO/TS 22163(IRIS Certification rev.03)。 國內鐵路行業之品質管理發展程度無法與時俱進,至今仍欠缺一套合適之管理標準,導致無法與國際接軌並失去競爭力。故本研究針對國內目前之現況進行探討並達到兩個目的(1)歸納推動IRIS應注意之相關議題(2)分析討論落實IRIS相關議題之迫切程度,以及相關配套方案之可行程度。 本研究採取文獻回顧、專家訪談兩種方式進行探討。在文獻回顧方面分成兩部份,首先針對國內捷運機電系統工程施工與品管實務,隨之針對IRIS標準進行整理與陳述。在專家訪談方面將根據文獻回顧之資料整理主要訪談議題再將訪談回覆結果比對分析使每一問題聚焦。本研究並提出各議題下相關方案建議,以供我國後續推動IRIS國際鐵路品質管理體系標準認證之國內軌道建設主管機關及相關從業人員參考。 ;Abstract The Association of the European Rail Industry (UNIFE) issues the International Railway Industry Standard (IRIS) to promote rail industry quality by reducing auditing tasks and costs and aims at creating a win-win situation for every party (including equipment manufacturers, system integrators, operators or business partners) in the rail industry. IRIS integrates ISO9001 requirements with management items for rail rolling stock, and defines a business and management system applicable to rolling stock- and signal-related products in the whole supply chain. Thus, IRIS is a globally recognized, unified quality assessment (management) system tailored for the rail industry and the IRIS Certification rev.03 has formally become an ISO standard, i.e. ISO/TS 22163, on the first of June in 2017. The development of quality management in the rail industry in Taiwan cannot advance with times; the rail industry lacks an appropriate management standard, thus making the industry unable to connect to global networks and lose its competitiveness. Therefore, this research, focusing on current situations in Taiwan, has two objectives: (1) organizing relevant issues of promoting IRIS, and (2) analyzing and discussing the urgency of the issues and feasibility of related plans for promoting IRIS. This research adopts literature review and expert interviews as methodology. For literature review, this research first reviews the construction and quality management practices of mass rapid transit (MRT) electrical and mechanical systems, and then reviews IRIS related literature. For expert interviews, this research prepares interview questions of different issues based on the results of literature review. Interview results for the questions are then analyzed and compared. Recommendations for each issue are given and can be references for rail development competent authorities and practitioners to promote IRIS in the future.
