營造廠的業務來源多為金額龐大的工程專案,但每個工程專案所能獲得的工程毛利率往往都不高,有時甚至賠錢虧損,風險極大。因此,每個營造廠都希望能藉由執行工程專案管理以使其工程專案能夠順利圓滿。工程專案採購屬於工程專案管理中相當重要的一部分,目前國內對於工程專 案採購管理的內容尚無客觀的標準,以致多數工程專案採購人員往往僅依 靠個人的經驗累積及公司的作業流程來執行工程專案採購管理,導致有些 工程專案的品質因工程採購人員素質或公司作業流程的良莠而參差不齊。 因此,藉由國際著名的美國專案管理協會所編纂的專案管理知識體系導讀 指南(A Guide to the Project Management Body of Knowledge,PMBOK®Guide)為骨幹,並參考營造廠之實務案例資料,建構出營造廠工程專案採購知識地圖,該知識地圖包括了營造廠工程專案採購流程圖、營造廠工程專案採購作業核心工作表及營造廠工程專案採購發包項目表。營造廠工程專案採購知識地圖可提供為工程專案採購人員在執行各階段不同工作時可以參考的作業手冊,再經由專家訪談的方式,以確認它能提升使用者極佳的方便性,以及加強使用者更深入的功能性。;The business for the large construction firms are usually from the construction project with huge contract value; however, the project gross margin from each project is low and might have a high risk of financial loss for the construction firms. To implement the methodology of project management is now condiered by most of the large construction firms when they want to successfully complete their projects. Project procurement management is an important part of project management. It is obvious that there is no universal standard for executing project procurement works for construction firms in Taiwan, which results in project procurement staffs conducts procurement works by their experience or individual firm’s incomplete operatrional procedures. This situation usually comes out low project quality due to low staff capability or incomplete firm procurement guide. Using the structure of project proceument works in the PMBOK® guide (A Guide to the Project Management Body of Knowledge) and referring to two construction firms’ procurement guides, this study develops a knolwdge map that contains project procurement processes, essential works in each project procurement process, and key work items for major onstruction activities. Through interviewing with domain experts, the developed knowledge map of project procurement as well as the essential works and key work iteams for the construction firm is useful for the project procurement staff in different procurement stage to complete procurement works.
