    Title: 消防安全檢查人力排班最佳化之研究

    Abstract: 安檢小組為維護公共安全、保障人民生命財產,消防安全檢查為其中重要而不可或缺的一環。如何將現有人力公平地運用於消防安全檢查,針對各類型態供公眾使用建築物之例行檢查外,預留面對年度專案檢查、臨時檢舉案件察查、配合市府聯合稽查及不定時的災害調派大隊人員至救災現場協助指揮體系運作,如何有效利用及調派,實為一大挑戰。
    爰此,本研究利用整數規劃方式建立消防安全檢查人力排班之最佳化模式,並利用LINGO 12.0電腦套裝軟體、搭配Microsoft Excel匯出等功能求解,再以某縣市政府消防局某大隊安檢小組為例,進行範例測試。經與人工排班比較,其結果顯示,除可快速求解、又可確認如何以最低人力、最少檢查班次、人員正常勤休情況下完成表定例行檢查的工作,另藉由調整本研究範例之部分參數作為敏感度分析,將較人工排班公平而有效率,並可提供單位內部做為未來人力編排及任務分配的參考依據。

    ;The crew who inspect for fire safety have do an indispensable part of maintaining the public safety. It’s a great challenge to arrange the limited staff member fairly in the annual special projects, temporary inspection for accusing cases, cooperating the inspections with the city government, even for the operating function of CCIO (command and control of incident operations) in the disaster scenes, beside the routine inspections for fire safety.
    Therefore, in this research, the integer programming is utilized to develop an optimal model for arranging the staff member in the inspections for fire safety. Using the mathematical program, Lingo 12, and coupling with the data processing software, Excel 2013, I solve the problem of arrangement for staff member in the routine inspections for fire safety in this model.
    The schedule is more efficient and fairer than manual arrangement, though sensitivity analysis provide the supervisors for the manpower configuration and task allocation in the nearly future day.
