國道五號高速公路為促進臺灣東部地區發展的重要樞紐,自雪山隧道自民國95年6月16日通車至今,每逢連續假期、例假日,旅遊旅次增加,塞車的情況已成常態,近年又因社會經濟蓬勃發展,國人所持有私人運具比率增加以及對於休閒娛樂愈加重視,目前假日最高單向日交通量可達5萬車次。 近年國道五號相關管理單位所提出開放北上宜蘭至頭城路肩通行大客車與主線儀控措施,然而,現今高速公路之匝道儀控為固定時制計畫無法對於現況做出即時應對的政策,本研究針對從運輸系統的永續發展角度研擬一套綠色儀控模式,結合國道五號之車流模式與二氧化碳排放推估模式,在保持主線儀控自雪山隧道南口車流不壅塞的情況下,使路段上行駛車輛之二氧化碳排放量最低為目標,探討主線路段之綠色儀控率及二氧化碳排放量,分析經由綠色模式管制與固定時制計畫管制下二氧化碳排放量的差異,並評估其減碳效益。 經本研究實例分析結果顯示,在國道5號主線路段以綠色儀控模式管制下,最高可達百分之十四之減碳效益,顯示本儀控模式具有節能減碳之效果,提供交通管理者作為日後綠色運輸決策之參考。 ;The Freeway No.5 is an important corridor of the eastern region of Taiwan. Since the opening of the Hsueshan tunnel on June 16, 1995, the number of tourist trips has increased during consecutive vacations and holidays, and traffic congestion has become the common status. The Freeway No.5 related management proposed to implement mainline metering measure on the Freeway No.5 northbound road of the Yilan City to Toucheng City. However, today’s freeway ramp metering control strategies are the fixed-time plan that cannot process the real-time traffic conditions effectively. The research aimed at developing a green metering model from the perspective of sustainable development of the transportation system, combined with the traffic flow model and CO2 emission estimation model of The Freeway No. 5, and maintaining the traffic flow at the south entrance of the Hsueshan tunnel, without compromising traffic flow. The minimum amount of carbon dioxide emissions of vehicles traveling on the road segment is the target. The green metering rate and carbon dioxide emissions of the mainline segment are explored. The differences in carbon dioxide emissions under the control of the green metering mode and the fixed-time plan are analyzed, and the carbon reduction benefit is assessed. The empirical analysis results of this research shows that under the control of the green metering mode in the mainline section of Freeway No.5, the carbon reduction effect can be as high as 14%. Shows that the green metering mode has the effect of energy saving and carbon reduction. This result provides traffic managers with a reference for future green transportation decisions.
