    Abstract: 在面臨災害衝擊前及災害當下,如能更充分運用防救災情資,配合災害防救科技的研發、落實與應用,提前分析災害變化和風險,並強化災害情資蒐整,精進災害情資時空間解析度,促進中央與地方防災情資分享,將可使災害衝擊降至最低。本計畫主要共有「地方災害基礎資料建置與檢覈」、「地方災害特性研究」、「災害應變情資運用與分享」、「地方災害與情資整合儀表板」、「地方災害特性即時監測與預警」、以及「地方防災科研技術準客製化模組」之地方災防科技之研發。本團隊長期與桃園市政府有密切之災害防救合作與默契,本計畫將在既有之基礎上,進一步協助強化蒐整、時空間解析度及檢覈地方災害情資,深化地方災害特性科研成果,促進防減災系統地方化及災害情資分享,並分析地方災害特性與重點產業防減災能力,進而研發相關之防災科技監測與模組,使未來災害衝擊降至最低。同時也希望藉由本計畫的執行,使科技部與國家災害防救科技中心(NCDR) 能和地方之學術單位建立更緊密夥伴關係,互相合作,提昇災害防救科研能量。 ;Disaster impact on humans and is always an important issue. Some strategies can minimize the impact of disasters before or under the impact such as (1) the use of information of disaster prevention and protection, (2) the development, implement and application to the technology of disaster prevention and protection, (3) the early analysis on the change of disaster and related risk, (4) the promotion on the resolution of GIS (Geographic Information System) data, (5) the sharing of the information disaster prevention and protection between Central and Local government. To achieve the above-mention strategies, this project proposes four major works: (1) Build the fundamental database of local disasters; (2) Apply and provide the feedback of the information of disasters; (3) Study on the characteristics of local disasters; and (4) Analyze the capability of disaster prevention and mitigation of local industries; (5) Integrate local disasters information by dashboard; (6) Real-time monitoring and warning of local disasters; and (7) Develop customized standard modules of disaster prevention technology. The team of this project establishes long-term cooperative relations with the government of Tao-Yuan City on the subjects of disaster prevention and mitigation. To minimize the impact of disasters in Tao-Yuan City, this project will be built based on the above relations to further achieve the following objectives: (1) rise the resolution of the local disaster data for the central government; (2) synchronize the information of disaster between central and local government; (3) strengthen the gathering and the assessing of disaster intelligence; (4) promote the capacity of response energy of the grassroots; (5) analyze local disaster characteristics and the disaster prevention and mitigation capability of key-industries; and (6) develop related disaster monitoring technology and modules. This project will be also in cooperation with NCDR (National Science and Technology Center for Disaster Reduction) to enhance the energy of study and research, and the disaster intelligence network of NCDR can provide the instant information for the local government and the local government can provide the feedback to the network too.
