本研究係針對現行高鐵工程施工品質管理制度架構,探討有關高鐵興建計畫之現行高鐵工程團隊﹕臺灣高速鐵路公司(以下稱高鐵公司)之整體品質計畫之執行,政府主辦機關高速鐵路工程局(以下稱高鐵局)品質計畫之監督,高鐵局除必須要求高鐵公司針對工程興建所負責之工程,擬定品質計畫,在品質計畫書內列出各階段的品質管理項目,藉以管制、稽核及評估整體品質管理活動之外,當高鐵公司在執行上有所偏差時,高鐵局亦能憑藉對高鐵公司之作業文件審查與現場稽查,隨時、迅速得到正確之品質管理作業狀況、差異及績效評估,進而即時解決問題,以確保工程品質。 本研究對高鐵工程建立及實施施工品質管理制度之現況及與國際品質管理系統ISO 9000應用之相關性,進行分析及探討,進而與政府發包公共工程施工品質管理制度比較。冀藉由本研究之分析及比較,使民間參與公共工程施工品質管理制度能真正落實並推展至其它BOT專案工程之中,對整體國家公共工程品質有所助益。 This study aimed high speed railway construction quality management system function structure,confer about high speed railway currently in effect project team:Taiwan High speed Railway Corporation (THSRC) entirety quality plan carry out,government sponsor Bureau of Taiwan High speed Railway(BOTHSR) quality plan supervise,BOTHSR except to request THSRC to be directed responsibility project,draw up quality plan. Beside in quality plan list,every step output and input activity,so as to control assessment and evaluate entire quality management,when THSRC carry out have deviation ,BOTHSR also depend THSRC document review and site assessment. Any time,follow up rapid and effect achievement,that processed to the next step,at once solve problem and assure project quality. Also this study aimed present THSR established and carried out construction quality management system and compare international quality management system—ISO 9000 be related of application,to process analyze and confer. Process to the next step,compare government public Engineering construction quality management system,address improve program and suggest affair,include system and execute,look forward to via this study clear and definite suggestion plan,to make civil participate public Engineering quality management system capable of really practicable and push to others in the midst of BOT project,cause benefit for Nation public Engineering quality.
