近年來怎麼做好校園安全的風險管理是一個迫切的課題,而適當的採取風險評估,可以幫助學校減低風險。因此本研究先以教育部校安中心所定義之八項校園安全事件類別作為風險因子,運用問卷調查針對全國各級學校人員發放問卷,詢問受試者對校園安全八項風險因子發生後對學校影響程度的看法,問卷調查結果:「校園意外事件」及「暴力事件與偏差行為」影響程度屬「災難等級」;「安全維護事件」影響程度屬「嚴重等級」;「疾病事件」及「天然災害事件」影響程度屬「中等等級」;「管教衝突事件」及「其他事件」影響程度屬「輕微等級」。 接著收集教育部校安中心101-105年校園安全事件通報資料,統計各項風險因子每月平均發生次數,應用「臺灣鐵路管理局」行車風險機率分級表分析各項風險因子的頻率狀況與可能性分類,分析結果「疾病事件」可能性分類為「頻繁」、「安全維護事件」可能性分類為「很可能」、「校園意外事件」及「暴力事件與偏差行為」可能性分類為「偶爾」、「天然災害事件」及「其他事件」可能性分類為「很少」、「管教衝突事件」可能性分類為「幾乎不」。 最後運用風險評量表分析,得出高風險項目有-「校園意外事件」、「暴力事件與偏差行為」、「安全維護事件」及「疾病事件」,接著進行15位年資10年以上且目前實際從事校園安全維護工作的專家訪談,並將訪談結果歸納整理出各高風險項目因應策略,並針對學校實務運作與未來研究提出風險管理相關的建議,期能全方位提昇未來各級學校在校園風險管理方面的表現。 ;This study uses the eight categories of campus safety events defined by the Ministry of Education′s School Security Center as a risk factor to issue questionnaires to school personnel at all levels across the country to ask participants about their impact on campus safety risk factors. The survey results: “Campus accidents The degree of impact of the "Events" and "Violence and Deviation" is "disaster level" the degree of impact of "safety maintenance incidents" is "severe grade" the degree of impact of "disease incidents" and "natural disaster incidents" is "medium grade" The degree of influence of the "Civil Conflicts" and "Other Events" is "slightly graded". Then use the "Taiwan Railway Authority" driving risk probability scale to analyze the probability classification of various risk factors. The analysis results are classified as "frequent" and "safe maintenance events". The possibility is classified as "very likely". The possibilities of "campus accidents" and "violent incidents and deviations" are classified as "occasionally", "natural disaster events" and "other incidents" are classified as "rare" and "discipline conflict events" are classified as "almost not". Finally, using the risk assessment scale and expert interviews, summarizing the high-risk project response strategies, and proposing risk management related recommendations for the school′s practical operation and future research, and comprehensively improve the performance of campus education in the future.
