    Abstract: 在921 集集大地震之後,如何降低地震所造成的影響成為相當重 要的課題,部分先進國家在面對天然災害時,以保險的方法來保障人 民的財產安全,更以此來減低政府財政上的負擔。 本研究首先藉由與其他先進國家的比較,了解我國地震保險制度 與他國制度的差異,並利用累計損失超越或然率來建立地震災害風險 模型中的財務模型,最後再利用上述之比較以及財務模型,針對我國 的地震保險制度做出建議。 It’s a very important topic to reduce the impact due to earthquake strike since the disaster 921 Chi Chi earthquake. Some countries secure the property for the public and burden for government from catastrophe by insurance arrangement. Firstly by making a comparison with other developed countries,we can understand the difference between our earthquake insurance scheme and their catastrophe insurance system . Then by using the aggregate loss exceeding probability to build the financial model . Finally,some suggestions to modify the current earthquake insurance scheme are drawn
