摘要:	所謂戰爭為何？多辦都是組織與組織之間規範認知不同而產生磨擦，可能出現在政治理念、濟經因素…等，但在引發戰爭衝突之前雙方需有一定程度的對衡，但此本文此次探討戰爭並非軍事上使用武器、戰術而引爆流血衝突狀況，實質應算為經濟學戰爭，雙方各國發生貿易交戰對經濟上的影響。所謂「廣義的貿易戰爭」是指世界貿易組織的過程當中，由各個國家以施加關稅之方法，對其它國家相關地區的經濟施加壓力。這樣的經濟戰爭在各大國家經濟體系上，例如：美國和歐洲聯盟、美國和中國或者美國與日本之間時常發生。可如果雙方並不是同在一個戰爭狀態，貿易大戰不過就是一個被誇大成如戰爭般的經濟貿易糾紛，其用意是在解決世界經濟和國際貿易之間問題，並不是政治之問題。「真正貿易大戰的意指為擴大經濟戰爭範圍，並以對方的貿易方針作為主軸以打擊對象的戰爭手段為目的」，其最後的目才是政治因素。大多數有關之戰爭認知也很雷同，以不脫離政治因素、軍事交易、戰略目標政策。由上論述這些廣泛戰爭層面來看，中美貿易大戰為這一年來關稅爭議，包括最近開始大規模的世界各國互徵關稅，以表象來看只能說是國家之間一種對抗，希望解決經濟貿易問題，而經濟貿易糾紛多過於政治因素與土糾紛，與軍事戰爭談不上邊，難道這不也是一種經濟戰爭嗎？美國自從於2017年8月8日正式宣佈對中國開始發起「301調查」，於2018年3月22日對中國500億美元貨物商品加徵關稅，而中國相對也制出反擊措施，與美國對打一場「相同程度、相同規模、相同力度」的貿易大戰，因而正式引爆中美兩大強國的貿易戰爭。因近幾年來，中國經濟總量隨著開發改革而逐步壯大，中美兩國在世界多個領域的形成分歧甚至對立，出現摩擦糾紛的次數越來越多。這次的貿易爭端大戰，中美作為全球數一數二經濟強國，或許最後可能會以世界經濟做為考量而以妥協告終，但為何引發貿易大戰紛爭其背後的目的值得深思與探討。 ;What is the so-called war? Such economic wars often occur in major national economic systems, such as the United States and the European Union, the United States and China, or between the United States and Japan. But if the two sides are not in the same state of war, the trade war is just an economic and trade dispute that is exaggerated into a war. Its intention is to solve the problem between the world economy and international trade. It is not a political issue. "The real trade war means to expand the scope of economic warfare and use the other′s trade policy as the main axis to combat the object of war." The final goal is political. Most of the relevant war perceptions are similar, so as not to break away from political factors, military transactions, and strategic goals. From the above discussion of these broad wars, the Sino-US trade war is a tariff dispute in the past year, including the recent large-scale mutual tariffs of all countries in the world. It can only be said that there is a confrontation between countries and hope to solve the economy. Trade issues, and economic and trade disputes are more than political factors and soil disputes, and military wars can not talk about it, is this not an economic war? Since August 8, 2017, the United States officially announced the launch of the "301 investigation" against China. On March 22, 2018, the United States imposed tariffs on China′s $50 billion worth of goods. China has also produced counter-attack measures against the United States. Playing a trade war of "same degree, same scale, same strength", thus officially detonating the trade war between China and the United States. In recent years, China’s economic aggregate has grown with the development and reform. China and the United States have formed differences and even confronted each other in various fields of the world, and there have been more and more friction disputes. In this trade dispute war, China and the United States, as one of the world′s best economic powers, may end up with a compromise in the world economy, but why the cause behind the trade dispute is worth pondering and discussing.
