全球暖化正在改變世界,而且2018最新的估計顯示,暖化的速度可能在加速中。本研究計畫的主要目的,是要進行全球即時在地的氣候觀測,以維護台灣和全球的永續發展。進行在地的和連續的全球氣候連續觀測,是一個非常挑戰的和困難的工作。全世界只有少數的研究團隊,有能力來進行全球即時、連續、在地的氣候觀測,可能比會做手機的人還更少。我們發明一個方法,可以即時的觀測全球的氣候。透過跟商用全球運輸公司的合作,以及商用航空公司的合作。我們發明了太平洋溫室氣體觀測計畫,我們預計在2019年會幫太平洋溫室氣體觀測申請一個商業的專利。商業運作的特性,使得即時的、連續的、在地的氣候觀測可以完成。太平洋溫室氣體觀測,與長榮海運的即時定期的全球貨物商業運輸服務合作,與中華航空公司即時定期的航班商業客運服務合作,同時與歐洲的IAGOS-AISB合作,來進行飛機進行商業客運飛機的全球氣候觀測。太平溫室氣體觀測,同時使用福爾摩沙衛星三號,和福爾摩沙衛星七號的全球溫度和水氣觀測,分析全球溫度的趨勢與分佈。透過跟商業公司長榮海運、中華航空公司、我國的福爾摩沙衛星三號和福爾摩沙衛星七號、以及歐洲的IAGOS-AISBL的合作,本研究計畫預計在2019-20 20期間,持續的觀測和提供全球氣候最新的變化趨勢。 ;Global warming is changing the world (Kerr, 2007), and global warming will happen faster than we think (Xu et al., 2018). The primary goal of this research project is to conduct in-situ monitoring of the state of the global climate for the sustainable development of people in Taiwan and the world. It is challenging to conduct in-situ monitoring of climate on a global scale continuously. Only very few people in the world today are capable to continuously monitor the global climate in situ, maybe fewer than those who can make smartphones. We have invented an ingenious method to monitor the global climate in situ by collaborating with the in-service and scheduled commercial container cargo ships and in-service and scheduled commercial passenger airplanes. Our invention is called the Pacific Greenhouse Gases Measurement (PGGM). We are now in the process of applying a commercial patent for the PGGM methodology in 2019. The commercial nature of the in-service and scheduled business characteristics ensure that PGGM can monitor the global climate in situ for the entire world. PGGM's commercial partners are Evergreen Marine Corporation (EMC), and China Airlines (CAL). PGGM's international collaborator is the European Union In-Service Aircraft for a Global Observing System-Association Internationale Sans But Lucratif (IAGOS-AISBL; https://www.iagos.org). PGGM's national partners are the FORMOSAT-3/COSMIC (F3C) and the FORMOSAT-7/COSMIC-2 (F7C2) satellites. F3C is indeed the first-ever global monitoring satellite for climate research from Taiwan. Hence, PGGM intends to continuously partner with the EMC, CAL, IAGOS-AISBL, F3C, F7C2 to monitor climate for sustainable development.
