桃園市已規劃1,591公里共同管道建設藍圖,並已訂定實施計畫建設共同管道,惟實務上仍面臨許多課題待解決,因此本研究旨在透過研讀相關法規、規劃報告及管線業者所提待改善事項,探討桃園市共同管道建設現況與推動上所面臨的困難因素,並藉由專家學者訪談,找出可行之推行策略,使共同管道建設在興建階段順遂執行,使用階段能發揮最大效益,以提昇政府效能,並兼具未來管理之前瞻性。 透過修訂共同管道管理辦法,使未負擔共同管道建設費之管線機構得以繳納使用費方式使用共同管道,同時纜線管路式共同管道得比照寬頻管道使用費法規收取使用費,為提升共同管道使用率可行的方式,此外推動以供給管為主的共同管道建設及增加專責組織及經費亦是可行之策略。 共同管道建設受法規是否健全及是否投入資源影響甚大,短期內建議修訂共同管道管理辦法及增設專責組織,長期而言仍須滾動式檢討及修訂共同管道各項法規,並逐年編列合適的經費,以做好共同管道建設。 ;Taoyuan City has planned a blueprint for the construction of common pipelines of 1,591 kilometers, and has developed an implementation plan to construct common pipelines. However, it still faces many problems to be solved in practice. Thus, this study aims to explore the current status and difficulties of the common pipeline construction in Taoyuan City through reviewing relevant regulations, planning reports and improvement-awaited items proposed by pipeline dealers, and to identify feasible promotion strategies through expert interviews. Then the common pipeline construction can be carried out smoothly during the construction phase and the maximum benefits can be exerted during the use phase to enhance the government’s efficiency and efficacy as well as consider the perspectiveness for future management. By revising the Administration Regulation for The Common Pipelines, pipeline institutions that did not share the common pipeline construction expenses can be allowed to pay usage fee for using the common pipeline. Meanwhile, cable type common pipelines can be charged according to the regulation for broadband pipeline usage fee. Both are feasible ways of increasing the usage rate of common pipelines. In addition, it is also a feasible strategy to promote the common pipeline construction mainly based on supply pipes and to set up a dedicated organization and increase funds. The common pipeline construction is greatly affected by whether regulations are sound and whether resources are invested. In the short term, it is recommended to revise the Administration Regulation for The Common Pipelines and set up a dedicated organization; in the long run, rolling reviews and revision of related common pipeline regulations are necessary and sufficient funds should be budgeted annually to have good common pipeline construction.
