    摘要: 政策性的大量推行公有住宅,以興建及包租代管的方式,提供人民居住需求。其以8年內提供20萬戶之目標,因此如何長期的營運公有住宅及穩定執行公有住宅政策,並能在財務及維護的管理下持續的推展公有住宅是當前必須克服的政府住宅政策挑戰。公有住宅現今的委託管理契約方式以採購法傳統型約定式契約方式執行,以委託物業公司維護管理。於此契約執行期間只針對契約內容所制定之項目達成契約目標,易而導致結構物、機械設備與設施之生命週期投入維護金額成正比,使委託者之期望值有相對之落差。本研究運用近年來國外致力推行之成效式契約 (Performance Based Contract, PBC)的模式,並著重於成效指標與付款之主題研討,並能於採購階段即導入以明確的目標成果與對等付款方式衡量下制定雙贏的契約,使契約執行者更能達到契約委託者的目標值或更高基準的期望值。經由本研究進行案例分析,並進而提出成效式績效項目指標、建立以成效式契約之精神的付款機制、採成效式激勵機制以階段性退保留款鼓勵。期望研究之成果,為未來大量之公有住宅於維護管理上能提升效益。;A large number of policy-based public housing is promoted to provide people with housing needs through construction and lease management. It aims to provide 200,000 households within 8 years. Therefore, how to operate public housing for a long time and to implement public housing policy stably, and to continue promoting public housing under the management of finance and maintenance are the major challenge in public housing policy. The current entrusted management contract method of public housing is implemented in the traditional contractual method of procurement law to entrust the property company to maintain and manage the traget. During the execution of the contract, only the projects specified in the contract content are considered to achieve the contract goals, which easily leads to the life cycle investment and maintenance amount of structures, mechanical equipment and facilities in direct proportion to the expected value of the client. This study uses the Performance Based Contract (PBC) model that has been implemented abroad in recent years, and focuses on the theme of performance indicators and payment, and can be introduced in the procurement phase with clear target results and reciprocal payment. Based on a win-win contract mechanism, the PBC contractor can better achieve the target value of the contract client or the expected value of a higher benchmark. Through case analysis, this research proposes the effective performance project indicators, establishes the payment mechanism in the spirit of the effective contract, and adopts the effective incentive mechanism to encourage the retention of funds. It is hoped that the results of the research will improve the efficiency of maintenance and management of a large number of public houses in the future.
